- N33191-08-R-0242 Estate Agent Services for the Marketing and Sale of Romany House This is a combined synopsis/solicitation for commercial items prepared in accordance with Subpart 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Offerors are responsible for monitoring the EuroNECO and FedBizOpps websites for the release of any amendments or other pertinent information. The solicitation number is N33191-08-0242 and is issued on an unrestricted basis as a Request for Proposals (RFP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-26 and Defense Federal Acquisition Regulation Supplement Change Notice (DCN) 20080721. The associated North American Industrial Classification System (NAICS) code for this procurement is 531210. Only qualified offerors may submit proposals. This RFP contains one (1) line item. The item, as follows, will be issued on a firm fixed price basis: CLIN 0001: The contractor shall provide all labor, transportation, equipment, materials, and supplies necessary to provide all Estate Agent (Real Estate Brokerage) services, Solicitor (legal) services and other related services necessary for the sale of “Romany House,” H.M. Land Registry Title Number SY65595, located in the United Kingdom. The Estate Agent’s responsibility is to find a ready, willing and able buyer to purchase the Property on terms acceptable to the Department of the Navy (Navy) and to arrange for the sale closing/completion. The period of performance is 12 months from the date of contract award. All work shall be performed in accordance with the attached Statement of Work, dated 5 August 2008. Delivery shall be FOB destination at the Romany House; Virginia Water, Surrey – United Kingdom. Lowest Price, Technically Acceptable Best Value Source Selection procedures will be used to evaluate proposals and make an award selection. The technical evaluation factors are provided in the Information to Proposers attachment to this posting. Any questions in regards to this solicitation must be submitted to Traci Pichler, Contracting Officer, no later than 4 September 2008 to ensure Government ample response time and timely submittals of proposals. The provision at 52.212-1, Instructions to Offerors - Commercial Items (JUN 2008) applies to this acquisition. Addenda to the following paragraphs of 52.212-1 are: All proposals are due on or before 2:00 PM, Central European Time (CET), 10 September 2008. Submission shall be made via email to traci.pichler@eu.navy.mil. ***Early proposals are welcome***. Offerors must have an active registration in the Central Contractor Registration (CCR) to be eligible for award. (http://www.ccr.gov) If confirmation of active CCR registration or an application is not provided with the proposal submission by the closing date of the RFP, the offer shall be considered nonresponsive and ineligible for contract award. IAW 52.212-3 -- Offeror Representations and Certifications -- Commercial Items (JUN 2008) & Alt I (APR 2002), An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certificates electronically at http://orca.bpn.gov. If you have not completed the annual representations and certifications electronically at the ORCA website, please complete only paragraphs (c) through (m) of this provision and return along with your proposal. Additionally, Online Representations and Certifications (ORCA) is mandatory in lieu of the Representations and Certifications in hard copy form for all US firms. Offerors are advised: IAW FAR 52.215-1, the Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. The offeror is cautioned that the listed provisions may include blocks that must be completed by the offeror and submitted with its quotation or offer. In lieu of submitting the full text of those provisions, the offeror may identify the provision by paragraph identifier and provide the appropriate information with its proposal. Also, the full text of a solicitation provision may be accessed electronically at https://farsite.hill.af.mil. Any amendments to this notice will be posted on Federal Business Opportunities (www.fbo.gov) and the Navy’s electronic solicitation website, EuroNECO (http://euro.neco.navy.mil/login.aspx). It is each offerors responsibility to check these websites for any updates to the Solicitation.
