This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is W45CMJ-8206-1800 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-24. The associated North American Industrial Classification System (NAICS) code for this procurement is 335312 with a small business size standard of 1,000 employees. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2008-09-03 16:30:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Fort Hood, TX 76544 The USA ACA Fort Hood requires the following items, Brand Name or Equal, to the following: LI 001, ITEM: AIRCRAFT GROUND POWER UNIT, MFG: Essex Electro Engineers, Inc., Model No. B809D, NSN 6115-01-502-7927 FUNCTIONAL DESCRIPTION:Ground Power Unit consists of a diesel engine driving a 400 cycles, brushless generator. Mounted on a four-wheel, steer able trailer. A heavy-duty diesel engine equipped with an oil cooler, full flow oil filter, fuel oil strainer and fuel oil filter, an air cleaner, a fan, radiator and a starting motor. The engine comes equipped with a cold weather-starting aide for temperatures as low as 25 f., and be able to operate on a variety of diesel and aircraft fuels fro DF-1 to JP -8. Requires eyebolts installed in the generator frame enable to complete generator to be lifted with a conventional overhead hoist for repairs and/or overhaul and comes with a reconnection panel to reconnect the output of the generator for high voltage operation. An electronic control module that controls the amount of fuel sent to the electronic fuel injectors. Illumination lighting on control panel for night operation. Trailer mounted four wheels, steer able type with a tow bar and clearance lights on trailer.TECHNICAL DESCRIPTION:GENERATOR DESCRIPTION: 72KW, 400-Hertz continuous load at 0.8 power factor, at rated voltage.AC OUTPUT VOLTAGE: Three phase, 4 wire, 115 volts line-to-neutral and 200 volts line-to-line (115/200 volts). FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. USA ACA Fort Hood is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.
