- The United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Pacific Services Center (PSC) Honolulu, HI, intends to issue a solicitation, utilizing the procedures at Federal Acquisitions Regulations Part 13, for the award of outreach and education graphic design services to include consultation, guidance, and recommendations with regard to layout and design, photo selection, type set, color, and numerous other design elements, layout and design work to include conceptual designs and layouts, and sketches, and incorporate changes or revisions for each element as requested. The anticipated period of performance for this contract shall be from date of award through August 30, 2009. This is a 100% small business set aside procurement. The North American Industry Classification System (NAICS) Code is 541430, with a size standard of $7 million. The Government's estimated cost for this requirement is not expected to exceed Simplified Acquisition Threshold. Solicitation and Offers: The solicitation and specifications will be posted to the Federal Business Opportunity website, www.fedbizopps.gov for viewing and downloading purposes on or about 1-2 days from the date of this notice and will close approximately 10 days after the release of the solicitation. All future information regarding this acquisition, including amendments, will be distributed solely through this website. Hard copies of the solicitation will not be available. Interested parties are responsible for downloading their own copy of the solicitation and amendments (if any) and monitoring the website to ensure that they have the most up to date information regarding the acquisition. Proposals/Offers shall be submitted in accordance with the guidelines outlined in the solicitation document. All questions resulting from this notice or the subsequent solicitation document must be submitted in writing via email to Brian.Clark@noaa.gov Reference the solicitation number in the subject line of your email. Offers and all required documents maybe submitted electronically, mail carrier, or via fax (843)740-1290, however; the Government shall not be responsible for the malfunction of electronic machinery or mail carrier error. The award will be made around September 9, 2008. Submit all documents to the NOAA Coastal Service Center Charleston, 2234 South Hobson Avenue, Charleston, SC 29405-2413, Attn: Brian Clark. Contractor must have a valid DUNS number and be registered in the Central Contractor Registration (CCR) database, with an active status, to be eligible for award.
