- CORRECTION - this presolicitation notice comes from the Sources Sought announcement W911SE-08-R-ME01. Contractor to provide specialist services working with the Freedom of Information Act - FOIA laws and regulations. Services will be provided directly in support of the Third Army located at Fort McPherson, Georgia. Following are brief descriptions of objectives identified in the Performance Work Statement: Assist organization in the preparation of official response to FOIA requests; Develop and maintain a FOIA procedural reference for potential FOIA requestors; Review FOIA requests ensuring the requests do not conflict with Department of Defense policies nor divulge national security information; Provide the public with a maximum amount of accurate and timely information. The anticipated North American Industrial Classification System code for this acquisition is 561110, small business size standard is $6.5 Million. Contractor shall demonstrate ability to perform the following: 1. Capability to perform all work specified on the Performance Work Statement that involves the laws and regulations involved in the Freedom of Information Act; 2. Be well versed in Human Resource work and must possess expert writing and verbal communications and interpersonal skills in presenting staffing or training recommendations and negotiating solutions; 3. Past Performance information demonstrating relevant past experience within the last three years working with the Freedom of Information Act and all rules and laws that pertain; 4. Demonstrate knowledge of risk management and how to analyze and implement strategies to mitigate those risk factors.
