Description
The Centers for Disease Control and Prevention intends to issue a sole source firm fixed priced purchase order to Columbia University Mailman School of Public Health located at 630 W 168th St FL 4, New York, NY 10032. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302; 4202 Clinger-Cohen Act of 1996. Contractors interested in this requirement should submit a complete technical package, which provides clear and convincing evidence that they can meet the Governments requirements. The core tasks and minimum contractor requirements will include: 1) Establish the nature and characteristics of complex statistical relationships (i.e., crosswalks) between the CDC HRQOL measures and other commonly-used HRQOL measures in datasets where the CDC HRQOL measures are used simultaneously with one or more other HRQOL measures-including the National Health Measurement Study database, which includes a national sample of adult survey data from the CDC HRQOL as well as the EQ-5D (EUROQOL), Quality of Well-Being Scale, Health Utility Index Scales, SF-6D Scale, and HALex measure. Other databases to be evaluated for analysis, which contain both the CDC HRQOL and one or more other HRQOL measure, are: a) the public-domain version of Medicare Health Outcomes Survey (MHOS) database (various years of which contain the CDC HRQOL-4 and either the SF-36 or the VR-12), b) state-added use of other HRQOL measures in the Behavioral Risk Factor Surveillance System (BRFSS)-including the 1993-1995 use of the HALex by 16 states, c) the public-domain research version of the CDC Bleeding Disorders Surveillance System database (which contain the CDC HRQOL-4, the EQ-5D, and the SF-12v2). 2) Develop and document multivariable conversion tables and formulas--with appropriate subgroup stratification, adjustments, and confidence intervals--for estimating the scores of other commonly-used HRQOL measures based on responses to the CDC HRQOL measure. 3) Disseminate findings from these analyses via 3 or more presentations and 2 or more scientific publications to inform public health analysts, decision-makers, and current users of HRQOL methods. Anticipated award date is August 26, 2008. Responses must be received no later 12:00 Midnight Eastern Standard Time. Responses should be submitted to: Matthew Ellington 2920 Brandywine Road N.E. M/S E-01 Atlanta, GA 30341. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received before the closing of this notice. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This procurement is not set-aside for small business.
