Description
The Drug Enforcement Administration has a requirement for an access control system (ACS) to meet HSPD-12 requirements. All current ACS equipment and wiring that is functional should be re-utilized. ACS: 1. The access control system shall be a Software House based HSPD 12/FIPS-201 compliant system which shall have the ability to integrate with photo identification (ID) system and integrate with the intrusion and CCTV system. Proximity ID access cards shall be used to actuate the door release function. This system shall have the ability to be controlled by comparable access systems at other DEA offices via network, long-haul modem or T1 means. 2.All alarms generated shall immediately be sent to the controlling computer. A screen with the information and appropriate evaluation and response criteria shall be illustrated at that time to assist with the incident. 3.Overrides for programming temporary schedule changes and holidays shall be available. This override capability shall include all inputs, outputs and any groups that are in the system, this may include time and expiration dates. 4.There shall be battery power back up for the system for a minimum of 24 hours. This system shall have the ability to operate without the PC if a problem occurs. Information shall be loaded into a buffer until it can be displayed or enacted. 5.The system shall have instant response to Card read or keypad entry regardless of system size. 6. The processing power shall be distributed throughout the system to intelligent controllers. The processing shall occur at each controller to provide a much more secure system. 7. All color videophone master stations on a floor shall be able to respond to the color videophone door unit on that floor, and to allow remote release of the door. All door stations shall have pan and tilt lenses, controlled by the master stations. 8. All doors with proximity readers shall have PIR release devices (REX) to shunt the access system upon openings, but shall not themselves release electric strikes. Electric Strikes will fail secure. Licenses and Permits: The Contractor shall at the time of the proposals be fully licensed to perform all specific tasks by the local authority at the job location. The licensing shall include but not be limited to a valid state Electrical Contractor, Low Voltage System Contractor, Alarm Operator and local business license.Warranties The contractor shall guarantee all equipment and systems for a period of 1-year commencing with the filing date of the Beneficial Occupancy Date. The warranty shall cover all costs for the warranty service, including parts, labor, field service, pickup, transportation, delivery, and reinstallation and retesting. This acquisition will be conducted through the Federal Acquisition Regulation (FAR), Subpart 13.5, Simplified Acquisition Procedures.
