Description
The Naval Air Warfare Center Weapons Division (NAWCWPNS) proposes to award a 6-month bridge contract to System Application & Technologies, Inc (SA-TECH), 1001 Town Center Dr., Suite 110, Oxnard, CA 93030-2647, on a sole source basis, until a follow-on, long term contract is awarded. SA-TECH is currently performing the services and will continue to perform the services under the 6-month bridge contract to maintain the continuity of services. The contract will cover the support services for the day-to-day operation and maintenance of the Naval Air Systems Command (NAVAIR) NAWCWD Range test assets primarily located on the Sea Range, Point Mugu, CA and the Land Range North, China Lake, CA. The FSC is R407. The NAICS Code is 541330 with a small business size standard of $25 million. The Contractor shall provide test operations and maintenance in the following areas: communications, frequency monitoring, meteorology, field power systems (fuel-powered generators and photo-voltaic systems), photo-electronics (maintenance and repair of video equipment, cameras, tracking mount trailers, and domes), land targets, range scrap removal, and ordnance removal and cleanup. The Contractor shall also provide radar cross section range maintenance and operational support, and provide operation, maintenance, and services for data collection equipment, computer systems, and data display devices, and related services, collecting, transmitting, preparing, processing, tabulating, plotting, and displaying scientific and technical data that are derived from or developed for flights and tests of rockets, missiles, satellites, test vehicles, aircraft, ships, targets, land vehicles, and other devices associated with Department of Defense programs and related services. These services include operating and maintaining various electronic instrumentation systems and sites for the purpose of collecting trajectory and telemetry test data, command-destruct sites, airborne surveillance radar, automatic and semi-automatic data reduction assessment, plotting and display equipment used in real-time to support NAWCWD operations and operational range control, target control systems, operational display systems, and range instrumentation interfaces, performing data interfacing, software analysis and support to develop, modify, convert, and maintain computer coded production and special purpose data reduction procedures; handling, distributing, storing and disposing of all types of operational and classified data. Contractor shall provide the engineering and technical support necessary to maintain, improve, and upgrade Range systems, ensuring the continued viability of the Pacific Ranges. The Contractor must possess the ability to obtain a TOP SECRET clearance. Government furnished property will be provided where necessary. The Government anticipates a cost plus award fee (CPAF), contract with a 6-month period of performance. A solicitation will be issued on or about 1 September 2008. The anticipated award date is 30 September 2008 with a contract start date of 1 October 2008.
