Description
This procurement is 100% set-aside for Small Business. The project is for Project Management Services. The NAICS Code assigned is 541990 with a size standard of $7,000,000.00. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Separate technical and cost proposals will be evaluated based on Best Value. Issue date for the RFP is on or about September 5, 2008 with proposals due on or about October 7, 2008. The Project Management Services Contract (PMSC), as an independent contractor and not as an agent of the Government, shall furnish necessary personnel and services to provide project management support. The PM support shall be for work undertaken by USACE to support the US Army Corps of Engineers and its customers located within USACE North Atlantic Region boundaries and assigned North Atlantic Division mission areas. Specific areas of coverage are Aberdeen Proving Ground (APG), MD, BRAC Customers, and USACE Philadelphia. All work shall be in accordance with Statements of Work. Work will be performed within the continental United States (CONUS). Orders to be issued under this contract will be based on scopes of work defining specific requirements. A variety of potential projects are expected in this contract. Possible actions anticipated under this contract may include but are not limited to: Strategic Planning; facilitate planning and project meetings; Project Consultant/Program Manager; Project Manager; and other miscellaneous services that may be required. Award will be made to the best overall proposal, which is determined to be the most beneficial to the government. Geographic area of coverage is the US Army Corps of Engineers, North Atlantic Division. The Government plans to award one contract from this solicitation. The contract will consist of a base year and four one year option periods. The approximate value of the contract over the base and all option periods is a cumulative total of $5,000,000.00, with a guaranteed minimum of $10,000 per contract period. The evaluation factors, listed in descending order of importance are as follows: Factor 1 - Technical Qualifications, Factor 2 - Past Performance, Factor 3 - Proposal Risk, and Factor 4 - Cost/Price. Past Performance (Factor 2) is slightly less important than Technical Qualifications (Factor 1), but slightly more important than Proposal Risk (Factor 3). Proposal Risk (Factor 3) is slightly less important than Past Performance (Factor 2), but slightly more important than Cost/Price (Factor 4). In accordance with FAR 15.304(e), Factors 1, 2, and 3 when combined, are significantly more important than cost or price. All responsible sources may submit a proposal which shall be considered. The solicitation will be provided in an electronic format, free of charge to all interested parties. The media through which the Government chooses to issue this solicitation is the Internet only. This solicitation will not be issued in paper. Contractors' requests for this solicitation will be performed through ASFI. The solicitation documents may be downloaded at www.fbo.gov after the issue date specified elsewhere in this notice. In order to reduce the possibility of error and to increase the quality of our service to you, all deliveries, packages, etc. must include the solicitation number and the name of the particular contract specialist for that project. All deliveries, packages, etc. of more than one box or container must be bound together by tape or other means. In order to comply with the Debt Collection Improvement Act of 1996, all contractors must be registered in the Central Contractor Registration (CCR) database to be considered for award of a federal contract.
