- Description: The Naval Air Systems Command, Naval Air Warfare Center Weapons Division (NAVAIR WD) China Lake, CA 93555 intends to issue a solicitation for a Firm-Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract on an other than full and open competition basis, limited to Ford Motor Company F-350 and Ranger trucks. The requirement is for a minimum of fifteen (15) and maximum of sixty (60) Ford Ranger pick-up trucks with no license or registration, and a minimum of eight (8) and a maximum of sixty (60) Ford F-350 pick-up trucks with no license or registration. The F-350 vehicles shall include the following required features: 137" wheelbase; single cab XL; 3.73 ratio regular axle and 12.5K trailer tow hitch; torque-shift 5-speed automatic transmission; heavy duty vinyl bucket seats; tow command system; 4x4 electronic shift-on-the-fly; manual air conditioning; preferred exterior color is White (alternate is Pueblo Gold metallic); preferred interior color is Camel (alternative is Medium Stone). The Ford Ranger vehicles shall include the following required features: regular cab XL; 112" wheel base; 6' bed; 4x4 shift-on-the-fly; 5-speed automatic transmission; 4.10 limited slip axle ratio (8.8"); and manual air conditioning; preferred exterior color is White (alternate is Pueblo Gold metallic); preferred interior color is Camel (alternative is Medium Stone). The intended ordering period will be 15 October 2008 through 30 December 2010. Delivery of the trucks will be FOB Destination, China Lake, CA. The government requires these vehicles in support of an in-house research and development (R&D) project for the fitting and usage of target vehicles. The requirement is limited to the Ford Motor Company F-350 and Ranger trucks as these trucks have been established as the baseline for this R&D project and the government would incur substantial duplication of cost associated with development of new hardware, software, manuals, and drawing package. The proposed contract is 100% set aside for small business concerns and is identified under NAICS Code 336112 with the small business size standard being 1000 employees. The contract will only be awarded to companies able to offer quotes on Ford Brand vehicles. This request for quote (RFQ) will be using the procedures in FAR Part 12.6 in conjunction with FAR Part 13.5, Test Program for Certain Commercial Items.The RFQ will contain detailed specifications and requirements related to the procurement. Solicitation number N68936-08-T-0231 will be posted at http://www.fedbizops.gov and available on:https://www.neco.navy.mil on or about 30 August 2008. Award of this contract is expected to be on or about 15 October 2008.Quotes are preferred in electronic format.
