Description

This modification to contract ACD-3-C-0007 is to extend the DECO-AKAL (45380 U.S. Highway 169 Onamia, MN 56359) detention services contract for the El Paso Service Processing Center for six months ending February 28, 2009. The El Paso Service Processing Center’s detention services contract will expire on August 31, 2008. This modification is required to extend the contract from September 1, 2008 to February 28, 2009 to allow for completion of the ongoing competition for follow-on services. DECO-AKAL is the only firm capable of providing these services by the required date of September 1, 2008 because they currently have the required cleared and trained staff in place under the current contract. In order to provide the current required level of service, other parties would need to have 284 detention guards, sufficient buses and staff to protect, transport and feed a daily population of up to 1200 detainees. These capabilities would be required on September 1, 2008 with appropriate security clearances and training for all personnel. The follow-on contract for these services was solicited as a competitive 8(a) set-aside. Proposals are currently under evaluation and award is expected no later than December 31, 2008 in order to provide 60 days for transition and mobilization.
