Description
The U.S. Department of Commerce, National Oceanic & Atmospheric Administration, National Environmental Satellite, Data and Information Service (DOC/NOAA/NESDIS) intends to place an award on a sole source basis to The University of Maryland for continued research on the Estimating the Benefits of GOES-R and the Role of Networks in the Development at STAR project, which will consist of two (2) tasks for the period commencing from time of award and continuing for period of twelve (12) months. Task one (1) will consist of synthesizing the results of previous studies on the socio-economic benefits of remotely-sensed data and focus on the estimated costs and benefits of the GOES-R architecture. Task two (2) will consist of exploring the role of network in development of different products developed at STAR. Both tasks will build upon previous work for STAR, but also move beyond to explore new issues. This procurement is being conducted per FAR Part 13 Simplified Acquisition Procedures (NTE $100k) NAICS code 541712 and small business size standard of 500 employees. This is not a request for a competitive proposal, however, if any other interested party believes that is can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the foregoing requirements. Responses must also be accompanied with information that demonstrates that the quote meets all of the foregoing requirements. All information in relation to this notice must be submitted electronically to Yolanda Jordan at Yolanda.jordan@noaa.gov by 3:00pm on Friday September 5, 2008. The determination to compete or not compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
