- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. THIS PROCUREMENT IS LIMITED TO CONTRACTORS THAT HAVE EXHIBITS WITHIN THE LOCAL AREA OF ROCK ISLAND ARSENAL, IL. FOR A LIST OF CLAUSES INCORPORATED INTO THIS REQUIREMENT, PLEASE EMAIL POC AT william.garris@conus.army.mil Childrens Room (primary) and Manufacturing Exhibit (option), Rock Island Arsenal Museum Request for Independent Government Estimate Introduction Provide all labor, materials, equipment and facilities necessary for the design, fabrication and installation of the Childrens Room (primary) and a Manufacturing Exhibit (option) at the Rock Island Arsenal Museum. Childrens Room is primary project with an option for the Manufacturing Exhibit. The two projects need to be priced individually as the Rock Island Arsenal Museum reserves the right to exercise the option of the second project. Contract award for the primary project will not guarantee the contract award for the option. Background Physical Space "The childrens room is adjacent to the theater and located in the front center of the exhibit hall. The room is 24 8 x 14 9. The Manufacturing Exhibit will be located near the front entrance of the museum, northeast corner. The area is approximately 23 x 15. Accessibility "Access to the museum is daily from 0745 until 1515. The museum is closed all federal holidays, the day after Thanksgiving and Christmas Eve. Display Concept (primary) "Engage younger museum visitors through static and interactive displays. Provide knowledge and history of Rock Island Arsenal through exploration and entertainment. oFaux painting on two of three exterior wall oPainted backdrops on two interior walls oReplace worn reproduction period clothing oCreate life-like horse form for reproduction saddle. Horse form needs to be appropriate height and size for younger children oBuild storage component for reproduction clothing oPlay table and benches for younger children oPulley system oTouch screen kiosk/panel/table with interactive programs. oStatic display with audio features oPlexiglas collage to include military items Display Concept (option) "Provide cohesion between the two exhibits and an emphasis on the history of manufacturing at Rock Island Arsenal. oSemi-permanent wood enclosures around two manufacturing exhibits oPlexiglas cases for smaller artifacts oGraphic backdrops Objectives Exhibit Design shall include but not limited to: "Technical design concept "Floor plan and traffic flow "Graphics "Consideration of the existing aesthetic Exhibit Fabrication shall include but not limited to: "State of the art interactive components "Archival fixtures "Material samples for museum staff approval "Shipping Exhibit Installation shall include but not limited to "Fixture installation "Object installation Evaluation Criteria All work must comply with the Americans with Disabilities Act (ADA); all work must meet archival standards for materials and technical standards for design as outlined in AR 870-20, section 3-15 (http://www.army.mil/usapa/epubs); Exhibit cases must be constructed to conform to physical security requirements as outlined in AR 190-51, section 5-8 (http://www.army.mil/usapa/epubs); all materials must have museum staff approval prior to fabrication and installation; pricing must remain viable for 120 days from award date; contractor must be registered on the Central Contractor Registry (http://www.ccr.gov); work must be completed within 120 days from award date. The contractor shall work with the Rock Island Arsenal Museum staff in the design, fabrication and installation. Contractor shall include in the proposal but not limited to: "Written description of proposed work "Plan and elevation views of proposed work "Examples of previous projects "A firm fixed price with detailed breakdown of costs "List of subcontractors and their associated cost breakdowns "Project schedule and estimated completion date "Electrical plan showing any new floor and wall outlets, ceiling junction boxes, power circuits and power load for each display fixture "Specifications for all audio and visual equipment "List of all materials, colors, finishes that will be used All proposals will be carefully considered and will be rated on the following criteria: "Technical standards for design and archival standards for materials "Experience in projects of similar scale and complexity "Experience in designing and fabricating exhibits that are interactive "Quality of work demonstrated through submitted proposal "Cost proposal "Timeline for project completion
