Description
This is Request for Information announcement only for the market research purposes that may result in an A-76 competition or an internal Business Process Re-engineering initiative. There is no solicitation available at this time. The Regional Contracting Office, Hawaii (RCO-HI) and Directorate of Public Works (DPW), US. Army Garrison, Hawaii are conducting market research to determine if the market (1) is interested in performing DPW related services, (2) the capabilities of the market to perform selected DPW services, and (3) if business could perform all the functions or would use subcontracting efforts. Services will be provided at various locations on the Islands of Oahu and Hawaii. Services specified are listed below. Utility services and maintenance may be included pending the status of the US Army Utility Privatization initiatives at time of solicitation. Work Management Branch Services: requires use of the Government IFS and WORKS computer programs, Customer Service voice recording system and customer service skills. Engineering Services: Provide insight of architectural and engineering (AE) contracts, developing statements of work for AE contracts, evaluating technical and cost proposals submitted by contractors for service contracts, inspecting service and construction contracts, setting engineering technical policies and standards for the Garrison. Review plans and specifications for compliance to the established policies and standards, providing technical evaluation, analysis and recommendations in the field and using the lessons learned. Includes engineer(s) and technical design services to plan and execute the installation short-range construction programs for demolition, repair, maintenance, alteration, improvements and minor construction projects. Provide telecommunication support, manages property and equipment warranties, and excavation permits. Performs electrical power surveys. Prepares solicitation packages and cost estimates. Develops and maintains a safety, medical surveillance, industrial hygiene and individual protective equipment programs. Trained and certified to inspect and abate asbestos for class 3 work and to perform emergency abatement/ encapsulation (class I or II). Maintenance and Repair Services: Includes HVAC & refrigeration, water heating & distribution, electrical & electronics (voltage from 6 to 480), plumbing, carpentry, and masonry services, commercial boiler plant services and operations on real property facilities and grounds. Scope of work includes scheduled maintenance, minor repairs, major repairs (project work) which include renovations, modifications, equipment replacement, etc., and new installations. Organizational Maintenance Services: Includes maintenance and repair on DPW owned or leased (GSA) vehicles such as passenger sedans, panel trucks and vans, small engine equipment such as edger/trimmers, push and riding mowers, heavy equipment such as tractors, backhoes, and dump trucks, and special purpose equipment such as road sweepers, bucket trucks, man lifts, and truck-mounted sewer augers. Work includes in-shop and on-site repairs, and proper handling/disposal of hazardous materials and waste. Metal and Locksmith Services: Includes metal work and welding services for repairs and new installation. Locksmith services include installation and repair of various types of keyed or combination locks. Paint Services: Includes prepping surfaces, applying wallpaper, designing and constructing signs, designing and creating stencils for signs. Paints includes all enamels; paints of all base types, varnishes, stains, and applying textured surfaces to a wide variety of surfaces and structures. Pest Control Services: Includes performing effective pest control services for buildings, structures and grounds. Shall be trained and certified in all appropriate pest management categories by the appropriate certifying agencies lAW DoD Instruction 4150.7, DOD Pest Management Program. Troop Self-Help Store Support Operations. Includes staffing and technical assistance and advice to US Army organizations that are maintaining, performing minor repairs, and minor construction on occupied real property. Military Maintenance Team Support: Includes providing technical assistance to US Army organizations on carpentry, electrical, plumbing, painting, masonry and other related trade tasks. Provides site visit assistance in resolving specific problems and issues. Attend meetings with customers and command personnel that involve Troop Self-Help Store and Troop Self-Help projects. Pavement/Surface Area Services: Includes performing maintenance and repair of surfaced areas and associated appurtenance. Surface areas include paved and unpaved roadways, paved and unpaved parking areas, runways and rotary wing landing pads. Sidewalks, curbs, vehicle storage, maintenance yards, and supply yards. Road striping and markings (stenciling) of paved and improved areas and sweep roads with mobile industrial sweeper. Supports and assists other DPW shops with construction equipment, trucks, manpower, and operators. Grounds Maintenance Services: Includes grounds maintenance for improved, semi-improved, and unimproved grounds. Includes landscaping duties such as edging, trimming, aerating, sodding, topsoil replacement, grounds leveling and task incidental to other work such as ground repair after sidewalk and plumbing repair. Real Estate Services: Includes performing maintaining real property records in an automated system, making recommendations to the Government concerning use of real property, to include acquisitions, property management, and disposal of real property, key control of real property facilities, space allocation, and providing reports and briefings to the Government. Services will require the use of the Government CADD, IFS, PRISM, and SQL computer programs, and interfacing with other Government and state agencies. Housing Services: Asset Management Branch monitors planning, development, construction, demolition, renovation activities and QA inspection process, review performance and incentive award metrics for Development and Construction and Operation and Maintenance. The Services and Referral Branch supports the RCI Asset Manager. Operates Community Homefinding, Relocation, and Referral Services. Manages Unaccompanied Personnel Housing Operation. Unaccompanied Personnel Housing Services: Includes managing the Bachelor Officer Quarters (BOQ). Single Enlisted Quarters (SEQ), transient quarters, guest houses, and distinguished visitors quarters, and managing the property book and warehousing of furniture and appliances for issuance to unaccompanied soldiers. A Secret security clearance granted by the Defense Industrial Security Clearance Office (DISCO) shall be required prior to performing any part of the contract. Administrative Services: Coordinates all personnel actions, travel arrangements, vehicle usage and property disposal. Implements directives and policy in accordance with (IAW) Army policy and directives, as promulgated through established chain of command. Operations Services: Directs and implements the DPWs Installation Access Pass Program (IAP) IAW USAG-HI regulation. Acts as DPW Operations Center in the event of a natural disaster. Mediates to resolve customer complaints with the appropriate action office, ensuring appropriate responses are returned to the customer. Qualtiy Assurance Evaluation Services: Provides oversight in the administration of the quality assurance program IAW provision of the Army regulations. Maintain line of communication within established chain of command reporting non-conformances or sub-standard performances by the contractor. Responsible for contract administration and inspection and evaluate performance against contractual requirements. Develops IGE and recommends contract actions. Business Services: Provides programming, planning, logistics, and systems services. Manages real property and assists with the approval of facility management work plans. Develops, reviews, analyzes, coordinates, and provides guidance on contract vehicles. Conducts annual reviews for customers and tenet units. Processes work requests, and aid in the administration, execution, and direction of supply and property accountability. Assists in contract monitoring, provide technical expertise for proposal evaluation and quality assurance. Inspects facilities and monitors building maintenance projects. Planning Services, Public Works: Plan for long range (twenty-five year) end state and master plans for the US Army Garrison, Hawaii. Perform short-range component (SRC), long range component (LRC), capital improvement strategy (CIS) and focused facility strategy (FFS), and master plan digest (MPD). Responsible for MILCON Programming Document (DD1391), MILCON 1-n Priority List, Real Property Planning Board administration, Construction Requirements Review Committee participation, Sustainable design and development, Force protection and environment compliance, Installation design guides and Area Development plans. Manage and maintain space utilization and real property management and control to include acquisition, utilization, and disposal of Army-owned and controlled property assets. Utility Services: Perform maintenance and repairs to government-owned utilities plants and distribution. Provide water, wastewater, and electricity to Army Installations in Hawaii. Develop short and long range plans for continuous operation and distribution and promote energy conservation.
