Description
The National Cancer Institute (NCI), Center for Cancer Research (CCR), Pediatric Oncology Branch (POB) plans to procure on a sole source basis a brand name for a Becton Dickinson Biosciences FACSAria Cell Sorter from BD Biosciences; 2350 Qume Drive; San Jose, CA 95131-1807. The services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106-1 (b) (1). The North American Industry Classification System Code is 334516 the business size standard is 500 employees. The Immunology Section of NCI Pediatric Oncology Branch conducts basic and translational immunology research. The NCI is a leading authority on the biology of T-cell homeostasis and conduct clinical trials of immune based therapies for childhood tumors. The NCI’s work is dependant upon sophisticated cell identification and the current state of the art approach for identifying live, nonadherent cells via flow cytometry based analyses. In order to accurately identify, isolate and study specific cell populations, multicolor flow cytometry is necessary. The BD FACSAria Cell sorter will be used to perform immune system studies on the cellular level using proven methods of flow cytometry, on blood and tissue samples. The following salient characteristics apply to the BD FACSAria Cell Sorter: 1. Analysis and sorting capabilities (multilaser, >10 flourescent parameters and contained within a unit of the same size) 2. Capable of 13 color, 15 parameter analysis as well as cell sorting 3.ULPA aerosol management system with three lasers and 12 colors 4.Option to upgrade to up to five lasers and eighteen colors BD Biosciences is uniquely qualified to provide flow cytometers as it is the only manufacturer to provide both required methods of automatic setup, fixed laser alignment aerosol management and environmental control of cells. The BD instrument is the only automated fixed alignment flow cytometer cell sorter instrument with a significant local install base. The NCI has more than ten of these instruments and the continuity of research and availability of like type instrument trained technicians is critical to experiment throughput. All current data acquisition and analysis in the Immunology section is being performed using BD proprietary software and switching vendors would put the continuity of research at risk. BD is the only known vendor to the NCI who can provide the instrument it requires. This is not a solicitation for competitive quotations. However, if any interested party believes it can perform the requirement as detailed they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the contracting office by 1:00 pm EDT, on August 28, 2008. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
