This announcement constitutes the only solicitation; a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-24, March 31, 2008. This acquisition is set-aside 100% Small Business. This is fixed price procurement and requirements will be procured using commercial item procedures. A best value award selection will be made based on price and other factors in accordance with FAR 52.212-2, Evaluation-Commercial Items. Upon award the Government will issue a purchase order to selected Offeror. Requirement: Overhaul Radial Engine Model # R985, S/N 19709: In accordance with Manufacture Specifications. *Engine is offered FOB, Anchorage, Alaska. Offeror to provide shipping crate and pre-pay all shipping charges as part of fixed priced bid. $ _________________ Offerors Proposed Start Date: _____________________________Offerors Proposed Estimated Completion Date: ____________________________ Completed Engine will be dropped shipped to Viking Air Limited 9574 Hampton, Sidney BC, Canada V8L-5V5 at which point the Inspection/Acceptance will occur. Not to Exceed (NTE) estimated shipping/handling cost should be included as a separate item (actual cost will be paid). $_____________________ TOTAL: $______________________ Warranty: Overhaul work shall include vendors standard commercial warranty, as part of their offer. All warranty work shall be FOB, Anchorage, Alaska. Warranty exchange shall be on an FOB, Anchorage, Alaska basis. Warranty work requiring removal and reinstallation of engine from airframe shall be at the contractor's expense. The cost of removal and re-installation (due to warranty work) shall be deducted from amount due to vendor or reimbursed as part of the warranty provision. Quote shall also contain all other documentation specified herein. Offerors quote is acceptance of all terms, conditions and provisions included in the solicitation. Facsimile and electronic mail quotes will be accepted. Period of Acceptance for Quotes: The Offeror agrees to hold the prices in its quote firm for 90 calendar days from the date specified for receipt of quotes, unless another time period is stated in an addendum to the solicitation. Late offers: The Government may consider quotations received after the time specified if award has not been made. **FAR 52.212-2 Evaluation -- Commercial Items(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:Price, technical capability of the item offered to meet the Government requirement, and delivery date. All non-priced factors when combined are equal to price.
