- Description
- This is a notice of intent of The Louis Stokes Cleveland, Department of Veterans Affairs Medical Center, 10000 Brecksville Road, Brecksville, Ohio 44141 to negotiate sole source with BioAnalytical Systems Inc., a small business, for the Culex blood collection system. The Culex blood collection system is used with small laboratory animals and performs automated dosing, blood collection, and micro dialysis. The system comes complete with a mobile cart which holds the blood collection unit, fraction collectors, a rat-turn, and an on board PC. This system also comes with proprietary software that operates the entire system. The VA Medical Center currently owns the Rat-turn, fraction collector, and other chromatography equipment manufactured by BioAnalytical Systems Inc. The proprietary software supplied by the Culex system will enable all of the supplied equipment along with the equipment the VA Medical Center currently owns to operate as one system. The software will operate the timing of each component and when certain functions will take place. This software will also generate reports automatically on the subject being tested. The government believes that only one business can satisfy the agency requirements and intends to negotiate with only one source under the authority of FAR 6.302. Other persons may identify their interest and capability to respond to this requirement by August 25, 2008. Such capabilities information will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. All information shall be furnished at no cost or obligation to the government. A determination by the government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the government.
