Description
The Department of Veterans Affairs, VA Boston Healthcare System, has a requirement for a Research Investigator at the Jamaica Plain campus. A fixed price contract with a base of October 1, 2008 through September 30, 2009 with two (2) options is anticipated and shall be awarded. It is the Government's belief that only the Trustees of Boston University, School of Public Health, possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate only with this source. Please refer to the Sole Source Justification. This is not a solicitation; it is notice of intent to sole source a requirement. Inquiries/information received after the established deadline shall not be considered. The submission of any data for review shall not impede award of this contract as planned. The Government does not intend to pay for information solicited. This synopsis is issued pursuant to FAR 6.302-1. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION 1. Identification of the (1) agency and the (2) contracting activity: (1) Department of Veterans Affairs, Boston Healthcare System (2) Acquisition and Material Management Service 940 Belmont Street Brockton, MA 02301 2. Nature and/or description of the action being approved: The nature of the action is a sole source solicitation to Boston University School of Public Health. 3. The description of the supplies or services required to meet the agency's needs (including the estimated value): The Center for Organization, Leadership and Management Research (COLMR), an HSR&D Center of Excellence at the VA Boston Healthcare System, requires the expert services of Carol VanDeusen Lukas, Ed.D to serve as a Research Investigator within COLMR. Dr. VanDeusen Lukas's services will also be utilized to solicit funding for new proposals, specifically the application for a contract from the Agency for Healthcare Research and Quality (AHRQ) for the Safety Net Action Partnership (SNAP). This contract allows the investigator (Dr. VanDeusen Lukas) to respond to task orders from AHRQ to conduct research studies on a specific topic. Currently Dr. VanDeusen Lukas has bid on Asthma Management and Emergency Room shift changes task orders. The SNAP partnership includes partners in VISN's 1 and 23. The Director of VISN 23, Robert Petzell, has recommended that VA conduct a parallel VA study and he has been directed to pursue that possibility and requires Dr. VanDeusen Lukas' expertise to accomplish this. COLMR also wishes to gain her expertise in mentoring junior investigators and providing them guidance in their development of research focused on organization and management issues related to quality of care and implementation of change, and bring her research findings and approaches developed in the private sector health care organizations to projects in VA. Dr. VanDeusen Lukas will also aid in the recruitment and mentoring to staff and serving as an expert health services and healthcare resource. The estimated value of this service is $60,807.96. 4. Identification of the statutory authority permitting other than full and open competition: FAR 6.302-1, 41 USC 253(c)(1) Only One Responsible Source 5. Demonstration of the contractor's unique qualifications: COLMR requires an individual with substantive knowledge of health services research, particularly within VA as well as other public and private healthcare providers and organizations. Dr. VanDeusen Lukas is a recognized expert in the field of Health Services Research and management consultation, particularly in VA. As this is a unique interest area there are no persons in the Boston area have been identified that possess the necessary combination of skills that would satisfy agency requirements. Dr. VanDeusen Lukas served as the head of the VA HSR&D Management Consultation program for several years before that function was transferred to Washington and has conducted VA funded research in the past. The combination of her VA experience, her experience with SNAP, her connections with the various facilities involved (e.g. Boston Medical Center, Hennepin County Medical Center) as well as a demonstrated ability to successfully obtain funding are what have lead to this request the sole source. 6. Determination by the contracting officer that the anticipated cost to the government will be fair and reasonable: The proposed price for an individual with this level of education, expertise, and related experience is fair and reasonable. 7. Description of the market survey conducted (i.e., names of firms and date(s) the firms were contacted) and the results or a statement of the reasons a market survey was not conducted:. A review of other health services researchers in the area has indicated there are no other sources available that possess the knowledge of VA and other healthcare provider service systems and can provide the required services. No market survey has been initiated. 8. Any other facts supporting the use of other than full and open competition, such as an explanation why technical data packages, specifications, or engineering descriptions, statements of work, or purchase descriptions suitable for full and open competition have not been developed or are not available: Requirements for research endeavors are very specific in nature and frequently there is only one responsible source. There is little the agency could do to open this requirement to competition. 9. A listing of the sources, if any that expressed, in writing, an interest in the acquisition: None to date. 10. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: This contracting activity will continue to encourage full and open competition whenever possible.
