Description
The Naval Air Warfare Center Aircraft Division, Lakehurst (NAWCADLKE) intends to procure a new Shipboard Tow Tractor (STT) to replace the existing A/S32A-31B Shipboard Tow Tractor (MD-3). The STT will be required to operate on CV/CVNs and L-class air capable ships. The following are some of the requirements for the new STT. It shall adhere to national standards as documented in SAE ARP 1247 and utilize state-of-the-art technology. It shall have a diesel powerplant and be capable of towing aircraft weighing up to 74,500 lbs. and shall be capable of 11,200 lbs drawbar pull in forward and reverse directions. It shall engage the aircraft via a tow bar. The STT shall transport and provide power and fuel to a mounted universal jet engine start unit (MSU). The STT shall be no larger than 70” wide, 40” high, and 121” long and have a minimum ground clearance of 7.5 inches. It shall operate in ambient temperatures from -20 deg F to 125 deg F. It shall be transportable in military aircraft (C-130, C-17 and C-5). As required for any typical Navy Support Equipment, the STT shall be highly reliable, maintainable, and supportable. It shall be capable of meeting environmental, shipboard shock, vibration, EMI and mobility requirements. Human factors engineering shall be utilized to the greatest extent possible to make the new STT a “user friendly” piece of support equipment. It is anticipated that the contract will be firm-fixed price, and the government intends to procure 5 pilot production units and the associated technical and logistics data and training as part of the basic quantity. The pilot production units are to be used for pilot production testing and government suitability and supportability evaluation/approval testing. There will be three one year option periods for a total of up to 225 production units. Contractors must be CCR registered. 100% Small Business Set-Aside.
