- The National Institute of Standards and Technology (NIST) intends to negotiate a sole source contract for a software license renewal with Thomson Scientific, Inc., 3501 Market St., Philadelphia, PA 19104-2785, under the authority of 41 U.S.C. 253 (c)(1). The NIST Research Library requires an annual subscription to the Web of Science – Science Citation Index (SCI) Expanded database. Web of Science (WoS) Software is a proprietary product of the Institute of Scientific Information (ISI), which was acquired by Thomson Scientific in 1992. The WoS provides seamless access to current and retrospective multidisciplinary information from approximately 8,700 of the most prestigious, high-impact research journals in the world. WoS also provides a unique search method, cited reference searching. This technique adds a unique capability to the WoS database and is also copyrighted and is not available from any other source. With it, users can navigate forward, backward, and through the literature, searching all disciplines and time spans to uncover all the information relevant to their research. Users can also navigate to electronic full-text journal articles. The WoS is the most heavily used NIST Research Library database with approximately 150,000 searches conducted each year by NIST Research scientists. The product is a valuable resource that is critical for NIST staff to keep up with the published literature. It is a core database for scientific research. NIST is aware of no other product on the market offers the breadth of coverage (more than 6000 scientific, medical, technical and social science journals are indexed) for NIST researchers. This acquisition is a renewal for a subscription service to the WoS database that the NIST library has provided NIST scientists and researchers since 1997. Market research indicates that WoS is the only multidisciplinary database that covers all the sciences in which NIST staff performs research. In addition to the annual software license renewal, NIST also intends to negotiate a one-time purchase of back years of the WoS from 1900 through 1944. The sole source determination is based on the need that the existing software is proprietary and can only be obtained from Thomson Scientific, Inc., which appears to be uniquely qualified to fulfill this requirement. NIST intends to award a firm-fixed-price purchase order to Thomson Scientific for a period of five years comprised of a base year and four one-year options. Interested parties may identify their interest; however, they must clearly and unambiguously demonstrate their ability to perform the requirement in writing, no later than the response date in order to be considered. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures may be used by the Government.
