Document Type: Presolicitation Notice Solicitation No.: NHLBI-PB-AR-2008-240/JNB Posted Date: Aug. 18, 2008 Response Date: Aug. 27, 2008 Classification Code: 66 - Instruments and Laboratory Equipment NAICS Code: 334516 Description: Analytical Laboratory Instrument Manufacturing THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisition (OA), for the National Institutes of Health (NIH), National Institutes of Arthritis and Musculoskeletal and Skin Diseases (NIAMS) http://www.niams.nih.gov, intend to award a single, fixed priced purchase order on a noncompetitive (sole source) basis to WaferGen Biosystems, 46531 Fremont Blvd., Fremont, CA 94538, for the purchase of the SmartSlide 200 Micro-Incubation System. This acquisition is being conducted under FAR Part 13, http://www.acqnet.gov/Far, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-26. The total contracted dollar amount, including options will not exceed $5 million. This action is under the authority of 41 U.S.C. 253(c), as set forth in FAR 6.302-1 and HHSAR 306-302-1. Only one responsible source and no other supplier or service will satisfy requirements. The reference number for this announcement is NHLBI-PB-AR-2008-240/JNB. The acquisition is being conducted as noncompetitive, with no set aside restrictions. The North American Classification System (NAICS) code applicable to this requirement is 334516 and the associated small business size standard is 500 employees. Market research conducted by the Government has determined that WaferGen Biosystems, is the only source capable of providing the micro-incubation system, which enables a large range of experimental studies, which requires image based and time course monitoring of living biological samples (i.e. p02, pC02, temperature, medium replenishment). The light imaging section has devices which provide for maintenance of temperature and gases over living cells cultured on glass, and they are limited in that they are not intended for long term culture of samples or perfusion, rather than only environmental control during imaging. Several commercial devices exist with similar capabilities, but none that provide the combination of feature in the WaferGen unit. Specifications: (1) Part Number: SmartSlide 200 Micro-Incubation with Perfusion WFS200; is composed of a control unit and any number of multiwall culture plates (currently 6 well plate format, with soon to be 24 well option). The control unit regulates the environment in up to six culture plates simultaneously. The plates are considered disposable. Connection of plates to the control unit can be swapped so that any number of plates can be maintained in an incubator. The plate base and lid are made of glass, and are compatible with the cell patterning technologies. (2) Part Number: WFSS6M1 x 10 Case Qty, SmartSlide Incubator. This notice does not constitute a request for proposal (RFP) and submission of any information provided in response to this announcement is purely voluntary, and the Government assumes no financial responsibility for nor costs incurred. This notice of intent is not a request for competitive proposals, however all responses received within (10) days after publication will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a future competitive procurement.
