Description
ACQUISITION AND RECORDS MANAGEMENT SERVICE (ARMS) (A) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format stated in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are hereby being requested and a separate written solicitation will not be issued. NOTE: Due to formatting controlled upon submission by Fed Biz Ops, the original formatting of this document may become distorted or difficult to read. This announcement may be requested in Microsoft Word format by contacting MSgt Mike Sharpe at 720-847-6489 (B) The 460th Contracting Squadron at Buckley AFB, CO (460 CONS) contemplates award of a firm fixed price contract for a one year period, as a result of this combined synopsis/solicitation, to the offeror whose proposal provides the best value to the Government. (C) The proposed contract is set aside for competition to all Small Business Administration Certified HUB Zone Firms. All responsible businesses may submit a proposal which shall be considered by the 460 CONS. (D) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2008-09. (E) Solicitation #: FA2543-09-T-00XX. This solicitation is issued as a Request for Proposals. (F) NAICS code: 561110 EVALUATION FACTORS: Selection will be based on price and non-price factors to the Offeror offering the Best Value to the Government. For this procurement, non-price factors are considered to be significantly more important than price. Non-price factors to be considered are: (1) Technical Plan, and (2) Past Performance, which are considered to be equal in relevance. TECHNICAL PLAN Recruitment and Staffing: Please provide your company’s written plan for recruitment and staffing of highly qualified personnel within this contracting squadron to perform all work effort set forth within the Performance Work Statement (PWS). Provide a resume of all employees deemed to meet or exceed PWS qualification standards. Corporate Oversight: Please provide your company’s prior work experience in supporting and assisting your employees throughout the contract period of performance. In addition, provide a staffing plan for replacement of employee(s) with an equally well qualified individual. PAST PERFORMANCE Past Performance is a measure of the degree to which a contractor has satisfied its customers in the past. The evaluation team will evaluate past performance based on contacting references provided by the contractor, the Government's knowledge of offerors past performance, and / or references obtained from any other source. Offerors shall provide a list of five to ten past contracts / projects, completed within the last three to five years, which they consider similar in nature. Please provide a list of references who can discuss your company’s ability to provide qualified contracting support personnel. (K) Offerors shall complete and return with their proposal a copy of provision 52.212-3, Offeror Representations and Certifications-Commercial Items. In addition, clause 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. (L) The Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, also applies to this acquisition. The commercial item solicitation indicates all required terms, conditions, and clauses. (M) Offerors shall preferably e-mail their proposal to MSgt Mike Sharpe at michael.sharpe@buckley.af.mil. Other acceptable methods of submission are mail delivery to 460 CONS/LGCE, 510 South Aspen Street (MS 92), Buckley AFB, CO 80011-9572. Please mark outer envelope as “ARMS PROPOSAL”. All proposals, regardless of method of submission, shall be submitted to insure arrival by 3:00 pm local time, Aurora, Colorado, August 29, 2008. (O) SUBMITTALS Each offeror shall provide their proposal with separate line items for the base period. In addition to the proposal, each offeror shall provide information that responds to the non-price evaluation factors, including past performance references as noted in paragraph J above, submission of Representation and Certification information as requested in paragraph K above, and all information requested under the Technical Plan heading above. (P) PAYMENT Payments will be made as specified in the PWS, and will be in compliance with the payment schedule of 15 days per the Prompt Payment Act. Final payment will be based on a 30 day payment schedule.
