Description
This is a combined synopsis/solicitation for the commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals/bids are being requested and a written solicitation will not be issued. The solicitation number for this effort is Q8D8AAC0040. This requirement is issued as a Request for Quotations (RFQ). This solicitation is Small Business Set-Aside procurement under North American Classification Code 531320. The applicable size standard is $2 million. The U. S. Department of Housing and Urban Development (HUD) has a requirement for Appraisal Review Services or the Denver Homeownership Center. The Period of Performance is a base year (12 months) and four one-year option years. This is an Indefinite Quantity fixed unit price contract. The geographic is the State of New Orleans LA (counties of Jefferson, Orleans, Plaquemines, St. Bernard, and St. Charles. Please submit all questions to Mona Collins, Contract Specialist, U.S. Department of Housing and Urban Development of HUD, Chicago Contracting Operations Branch, 77 West Jackson Boulevard, Room 2517, Chicago, Illinois 60604-3507, or e-mail Mona.K.Collins@hud.gov. This notice will also be posted on HUD's Internet Home Page at http://www.hud.gov/offices/cpo/contract.cfm. Potential Quoters who download copies of the solicitation from HUD's Home Page Contracting Opportunities will not automatically receive any amendments to this solicitation. It is recommended that these individuals check to see if HUD has issued any amendments to solicitations and obtain a copy. Amendments are also posted on the HUD's Home Page - Contracting Opportunities. Quoters should review the entire RFQ prior to the submission of a quotation. The RFQ consists of the following sections: Standard Form 18, Request for Quotation and a template of provisions, clauses and certifications package attached to this synopsis. Please submit a brief statement addressing the selection criteria stated in the RFQ. Quoters must provide a clear and legible Tax Identification Number and Data Universal Numbering (DUNS) Number. For detailed information regarding the required services, see the Statement of Work included in the supplemental documentation, which is available for download on this site and on HUD website at: http://www.hud.gov/offices/cpo.cfm. Quotes must be accepted only from appraiser on the FHA Roster. For more information about placement on the roster, please see the HUD website at: http://www.hud.gov/offices/hsg/sfh/appr//apr_rost.cfm. Successful Offerors must be registered in the Central Contractor Registration System at: http://www.ccr.gov. Except for certifications requested by commercial buys in the solicitation, please note that Offerors are no longer asked to submit certifications and representations with their offer. Instead, Offerors should enter that information in the ORCA Database at: http://orca.bpn.gov. Registration in ORCA is mandatory before an award can be made to any offeror. The Contracting Officer will issue an order to the responsible offeror whose submission will be most advantageous and offer the overall best value to the Government, price and other factors considered. HUD may issue an order to other than the lowest priced submitter. Please submit prices for base and four option years in determining the best value quotation.
