Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation W91364-08-T-0023 is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. This solicitation is set-aside 100% for small business. The NAICS code that applies is 721110 and business size is $6,500,000. This action will result in a FFP purchase order utilizing simplified commercial acquisition procedures under Full and Open competition. This requirement is for contract housing, in commercial motel facilities, within a 10 mile radius of the 179 AW, 1947 Harrington Memorial Road, Mansfield, Ohio 44903-8489 for individuals authorized by the 179th AW and 200th RHS Det 1. All rooms to be furnished will be double rooms, with 2 beds per room. No more than 2 persons will be assigned to any room. This quotation is for room costs only and does not cover any additional services as may be requested by an individual. Those additional costs, if any, are to be charged directly to the individual requesting the service and will not be shown on the invoice to the Government. Room requirements are: 65 rooms on the following dates: 04 Oct 08; 02 May 09; 06 Jun 09; 11 Jul 09; 08 Aug 09 and 12 Sep 09; 70 rooms on the following dates: 01 Nov 08; 06 Dec 08; 10 Jan 09; 07 Feb 09; 07 Mar 09 and 04 Apr 09; 20 rooms on the following dates: 08 Nov 08; 24 Jan 09; 21 Feb 09; 21 Mar 09; 18 Apr 09; 16 May 09; 18 Jul 09 and 19 Sep 09. The Government intends to award all or none of the requested services to a single vendor. The contract period is 01 Oct 08 through 30 Sep 09. Also, please include separate pricing for cost-per-room, for rooms potentially needed to purchase during any week, Monday through Friday, for the same time period to which the contract will be established. Contractors facilities must meet minimum standards for federal, state (Ohio) and local governments as well as industry standards for health, safety, and welfare occupants. According to ANGR Sup 34-246, base officials must personally visit establishments being considered for contract and every 6 months thereafter for those selected. The following shall be used to evaluate offers: price or cost to the government, availability of rooms, quality of services, and past performance of the vendor. The Government will make an award to the responsible offeror whose offer conforming to the solicitation is considered the best value.
