Description
The subcontractor shall provide strategic and technical developmental support to National Security Technologies, LLC (NSTec) in test and evaluation areas of interest in support of the Nonproliferation Test and Evaluation (NTE) Program. The subcontractor will serve as an independent member the project's Strategic Planning Team developing scenarios and non-traditional signatures/observables, and providing liaison with National Nuclear Security Administration (NNSA) and U.S. Other Government Agencies (OGA). The subcontractor will assist NTE in supporting defense nuclear nonproliferation in areas such as strategic planning, community liaison, and other areas. 1.0 SCOPE OF WORK The work will include taskable professional technical support to the NTE Program Manager: 1.1 Primary Tasks: 1.1.1 Strategic Planning Team Lead for Testing  Lead the NNSA, Nuclear Nonproliferation Program's Office of Nonproliferation Research & Development (NA-22) Strategic Planning Team (SPT) to develop, direct, analyze, report, and support testing and demonstration of nuclear nonproliferation technologies. This could include o Manage the test Strategic Planning Team (SPT) o Manage National Laboratory SPT Support members activities o Convene, coordinate and manage Test Analysis Teams o Coordinate and manage test activities for National Laboratory test participants, other government agency test participants, NSTec test participants, and others o Provide field test support including meeting attendance, test and analysis planning, guidance, and test execution activities o Document field test activities and test analysis including document preparation, document management, results preparation, test analysis, and test document review o Report field test activities and results including meeting attendance, brief preparation, and results/status communication to NTE, NSTec, NNSA/Nevada Site Office (NSO), NA-22, and other government agencies 1.1.2 NTE Strategic Planning and Development Support  Provide technical advice, business development, and community liaison support to the NTE Project Manager. This could include o Technical reviews of NTE technical reports and documents o Document preparation o Meeting attendance o Attendance, participation, and advice at strategic guidance meetings and developing strategic documents o Development, analysis, review, briefing, and support for non-NA-22 field testing activities both at the Nevada Test Site (NTS) and other locations. o Community liaison to develop new testing activities o NNSA and community briefings-preparation, presentation, and attendance o Assist with the development of reports, plans, and other project documents 1.1.3 NNSA, NA-22 Program Support  Professional technical support to NA-22 HQ Staff including the Proliferation Detection Office Deputy Director, the Remote Sensing Program Manager, the Simulation and Algorithm Program Manager, the Tools and Techniques Program Manager, and other HQ activities as assigned  Provide community liaison support from NA-22 to other government agencies 1.2 Experience and Capabilities Required This section lists the experience and capabilities required for the three primary tasks associated with this subcontract. In addition, this section lists the typical experience levels required to meet the stated capabilities. The subcontractor may need to provide multiple individuals to meet all these requirements. In addition to these task specific experience and capabilities requirements, the subcontractor must be able to coordinate and work across the three separate tasks. These tasks, while separate, are related and require the subcontractor be experienced and current within all areas to effectively provide support for any single task. This typically requires a subcontractor with 2 to 3 years experience providing integrated program and testing support for nuclear nonproliferation (or similar type) activities. This test experience should include test planning, test execution management, data analysis, and experience with developing testing to support long-term technology road maps. 1.2.1 SPT Lead The SPT lead task requires:  Experience with field testing capabilities, test execution procedures, and diagnostics/ground truth science, especially in the area of open-air chemical releases, biological material releases, and tests involving open burning/open detonation.  Experience implementing and complying with typical test range security and authorization procedures and environmental regulations. In addition this should include experience with identifying required support capabilities and procedures for field tests.  Experience with nuclear nonproliferation testing, specifically the NNSA Tarantula Test series or other nuclear nonproliferation tests conducted by government agencies.  Detailed knowledge and understanding of Federally funded, National Laboratory -based research and development projects in the nuclear nonproliferation area sufficient to identify which projects can participate in the tests, to design technology-specific test scenarios, to develop technology-specific test activities, and to analyze test results for the same  Detailed understanding of the current state of nuclear nonproliferation research and development and its history including nonproliferation-community long-term goals, objectives, and requirements  Experience and knowledge of other government agencies research and development activities for nuclear nonproliferation technologies, and knowledge of current National nuclear nonproliferation issues, interests, and needs  A "Q" clearance is required. An SCI, with SI/TK/G/HCS is also required.  Excellent writing and communication skills demonstrated by published government or academic reports and papers. This knowledge and skill set typically requires an advanced degree, preferably a Ph.D. in a relevant technical area, 10 to 15 years of technical management experience, 5 years experience working with nuclear nonproliferation National Laboratory and other government agency research programs, 5 years experience working with field testing programs involving chemical or biological releases, specific security clearances (requirements available through other communication changes), experience working with nuclear nonproliferation analysts or on nuclear nonproliferation problems, and documented evidence of the writing and communications abilities. 1.2.2 NTE Strategic Planning and Development Support The NSTec Strategic Planning and Development Support task requires the subcontractor have:  Extensive knowledge of the history, capabilities, and long-term goals of the national nonproliferation test and evaluation community and how those goals relate to the current state of technology development.  Understanding of the typical documentation and reporting requirements of government test ranges  Excellent writing and communication skills  Long-term rapport and knowledge of the government communities that work with nuclear nonproliferation  Understanding of NNSA reporting and funding procedures and requirements This knowledge and skill set typically require the subcontractor to have technical training with 5 years experience working with NNSA programs (or similar government agencies), 2 to 5 years experience with national laboratory projects typically on the level of the project management team (or above), 10 years experience in business development for DOE funded laboratories (or similar government experience), experience with business development for national laboratories, and 2 to 5 years experience working in the nuclear nonproliferation community (or similar government intelligence communities). 1.2.3 NNSA, NA-22 Program Support The NA-22 office and program managers support tasks requires the subcontractor to have:  Extensive knowledge of the history, current portfolios, and strategic goals of the NA-22 offices and programs  Extensive experience working with NA-22 research groups  Comprehensive knowledge of NA-22 research projects  Experience serving on NA-22 review and document advisory boards, and  Rapport and history with the National nuclear nonproliferation community. This set of skills and experience can only be gained by direct experience working with NA-22 research and development in a cross-laboratory role for 2 to 3 years, service on NA-22 review boards, experience in writing NA-22 road mapping or goal documents, and 2 to 5 years of attendance/participation in NA-22 technical review sessions. 2.0 LABOR CATEORY Consultant An advanced degree required, PhD is desirable. Minimum of 15-20 years experience in project management, 5 years experience managing and advising nuclear nonproliferation testing activities and 5 years experience working with the United States Intelligence Community. Experience required in the following: - A working knowledge of the DOE regulations, directives, and technical standards and the implementation of these process requirements is a must. - Work experience providing integrated program and testing support for nuclear nonproliferation (or similar type) activities. This test experience should include test planning, test execution management, data analysis, and experience with developing testing to support long-term technology road maps. - Should be very familiar with field testing capabilities, test execution procedures, and diagnostics/ground truth science, especially in the area of open-air chemical releases, biological material releases, and tests involving open burning/open detonation. - Experience in nuclear nonproliferation test and evaluation National Laboratory and other government agency research programs as test director is required. - Experience and knowledge of other government agencies research and development activities for nuclear nonproliferation technologies, and knowledge of current National nuclear nonproliferation issues, interests, and needs - Individual is expected to be able to function at a principle level to accomplish the following: o Lead the NNSA, Nuclear Nonproliferation Program's Office of Nonproliferation Research & Development (NA-22) Strategic Planning Team (SPT) to develop, direct, analyze, report, and support testing and demonstration of nuclear nonproliferation technologies. o Provide technical advice, business development, and community liaison support to the NTE Project Manager. o Provide professional technical support to NA-22 HQ Staff including the Proliferation Detection Office Deputy Director, the Remote Sensing Program Manager, the Simulation and Algorithm Program Manager, the Tools and Techniques Program Manager, and other HQ activities as assigned o Provide community liaison support from NA-22 to other government agencies 3.0 WORK ASSIGNEMENT 3.1 Work assignments will be made by NSTec through issuance of Task Orders. Once a Task Order is awarded, the Subcontract Technical Representative (STR) will be the point of contact. 3.2 Location of Work-NSTec Facilities at the Nevada Site Office, Remote Sensing Laboratory, Nellis Air Force Base, Special Technologies Laboratory, National Laboratories, DOE HQ, and other work locations as required. 3.3 Period of Performance-The period of performance will be date of award through September 30, 2013. 4.0 SECURITY 4.1 Clearance Requirements-Much of the work will require access to sensitive information. As such, an SCI with multiple compartments and DOE "Q" clearance or DOD Top Secret with RD equivalent will be required to perform this work. 5.0 DELIVERABLES 5.1 The subcontractor shall provide all deliverables as specified per Task Orders. 5.2 Activity Report-The subcontractor shall provide monthly activity reports summarizing the technical and professional support services provided. An electronic copy of the report will be included with each invoice submission to NSTec. Reports will include: trip dates, trip locations, contacts, purpose of the trips, summary of discussions, any action items assigned to NSTec, and other information as may be necessary to convey a comprehensive summary of the work progress. Caution will be observed to ensure the reports are not classified. 5.2.1 The subcontractor will provide a forecast of work to be performed, required labor hours and travel, for the following month as part of each activity report submitted. 5.3 Misc. Deliverables-The subcontractor may be tasked to draft documents on behalf of NSTec. In such cases the deliverable will be the draft document in Microsoft Word format. In cases where the contractor is tasked with reviewing documents, the contractor will provide comments in Microsoft Word.
