Description
The US Army RDECOM Acquisition Center, Natick Contracting Division, on behalf of the Naval Health Research Center, intends to award a sole source bridge contract, under the authority of 10 U.S.C 2304(c)(1) and FAR 6.302-1(a)(2)(iii)(B) -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, to Evolution Enterprises, Inc., 2323 Shamrock Street, San Diego, CA 92105-4569 to support the Navys medical research and development efforts in Lima, Peru concerning emerging infectious diseases. Requirements are as follows: (a) Execute field and laboratory research related to emerging infectious diseases which includes: 1) collection of samples and specimens (e.g., drawing of blood), b) collection of mosquitoes (including taxonomy and identification of mosquitoes); 3) lab analysis of samples and specimens (e.g., molecular analysis of influenza samples and dengue virus); 4) work with primates; 5) development and maintenance of data repositories containing information from the aforementioned; 6) performance of epidemiological research using as a basis the aforementioned; and 7) safety maintenance of personnel involved with the research (e.g., personnel medical physicals, lab tests, vaccine injections, etc.); (b) Develop a requirements definition document addressing how to migrate this research to a more permanent/competitive contract, considering the unusual conditions of the acquisition (e.g., in Peru, medical scope, research and development scope, conflict-of-interest/non-compete requirements, proficiency in the Spanish language, etc.). This action will result in a Firm-Fixed-Priced contract. Currently, Evolution Enterprises, Inc. is the only contractor who can meet this requirement during the timeframe. This Notice of Intent to award a sole source contract is not a request for competitive proposals. There is no solicitation document.
