Description
This is a combined synopsis/solicitation for commericial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. The government intends to award to Vocus, Inc on a sole source basis, but other offerors will be evaluated, if in the best interest of the government. This announcement constitutes the only solcitation; proposals are being requested a written solicitation will not be issued. The Secretary of the Air Force Public Affairs Office requries Media Operation support. The contractor shall fulfill the following tasks and requirements identified below: 1.1 UPDATED MEDIA LIST AND PITCHING PROFILES: The contractor shall provide and continually update list of national media including DMA regions for print, broadcast, trade press, freelancers, e-zine, etc. The contractor will include as much detail as possible about each agency and reporter listed and will provide the ability for SAF/PA to add private details to each listing and to search, sort and create groupings and lists from database. 1.2 UNLIMITED, FIXED PRICE, NEWS COVERAGE WITH UNLIMITED SEARCH TERMS: The contractor shall provide unlimited search terms for news coverage at time of initial setup and then at an additional cost if added later. Once setup, SAF/PA has unlimited searches. 1.3 PRESS INQUIRY MANAGEMENT: The contractor shall provide ability to manage media inquiries in systematic way that will integrate them with contact lists and link them with recent news stories by reporter. All media queries to SAF/PA will be linked and searchable by various fields including reporter, agency, and topic. Contractor will provide ability to send query via e-mail to another desk officer for action. All data inputted by SAF/PA will remain property of SAF/PA and will be returned if contract is terminated or not renewed. 1.4 NON-MEDIA CONTACT MANAGEMENT: The contractor shall provide capability to send out information via e-mail to non-media contacts. 1.5 REAL TIME ANALYTICS AND MEASUREMENTS: The contractor shall use SAF/PA search terms and key phrases, names, etc. to continually update and measure effectiveness of SAF/PA media coverage including automated prominence scoring and impact scoring with weighted scores for specific news outlets. SAF/PA also will have the right to request human generated tone and synopsis of specific stories broken out by automated prominence scoring. 1.6 PERFORMANCE: Contractor will meet requirements for uptime of system 1.7 MASS E-MAIL CAPABILITY TO MEDIA: The contractor shall provide mass e-mailing capability to an unlimited number of media with SAF/PA letterhead with the ability to track results (who opened, etc) of release. 1.8 METRICS: The contractor shall use a combination of standard communication metrics, such as Nielsen broadcast ratings and Internet hit counts, to assess the audience, media value, and tonality/slant of each U.S. Air Force-related story tracked. 1.9 SEARCH TERMS AND ANALYSIS: The contractor shall provide the ability for the U.S. Air Force to specify unlimited search terms and topics for media monitoring from all sources/channels. The contractor shall provide the ability for the U.S. Air Force to request unlimited on-demand news analysis, charts, and reports. 1.10 SHARED DOCUMENTS CAPABILITIES: The contractor shall provide the ability to upload documents, attach them to queries and send them via e-mail. 1.11 CUSTOMER SUPPORT: The contractor shall provide a 24/7 help desk to resolve any problems and shall provide contact information for an account service representative assigned to the U.S. Air Force account. The contractor shall provide complete training on the use of the system via in-person or web based training. The Standard Industrial Code (SIC) is 7372. The North American Industry Classification System (NAICS) Code is 511210 with a size standard of $23M. Oral quotes are not acceptatble. Interested offerors shall complete the following Schedule: CLIN ITEM QTY UNIT AMT TOTAL AMOUNT. Only electronic responses shall be accepted via email. Responses to this notice are due NLT 4:00 (EST) 5 September 2008.
