Description
T-37 Data Tolerance Analysis (DTA), Fatigue Critical Location (FCL) Update and Data Consolidation Package This follow-on program requirement is planned for award to Southwest Research Institute (SwRI). Period of performance of 1 year from date of award. Security classification for this effort is unclassified. The Ogden Air Logistics Center (OO-ALC), 508th Aircraft Sustainment Wing, Training Systems Division, 506 ACSS/GFLA desires the award of a contract to obtain contractor engineering support to three new FCL analysis revealed by recent T-37 teardown inspections as well as consolidating all previous T-37 FCL data and related analysis into a complete package for future reference usage for the United States Air Force and potential Foreign Military Sales (FMS) customers. As this aircraft is critically due to retirement, prompt response is required. The scope of the T-37 Data Tolerance Analysis (DTA), Fatigue Critical Location (FCL) Update and Data Consolidation Package program involves 1. Identify the current existing DTA database, which is located at SwRI, for all the various FCLs currently being tracked by the USAF. 2. Update the DTA for an existing fuselage location. 3. Analyze three new FCL locations revealed by the recent teardown inspections. 4. Develop inspection requirements for new FCL's 5. Develop a comprehensive DTA package for the T-37 aircraft. The T-37 aircraft is currently being used by the United States Air Force and subject to retire from active service in September 2009. T-37 Data Tolerance Analysis (DTA), Fatigue Critical Location (FCL) Update and Data Consolidation Package effort will be awarded as a sole SwRI as other than full & open competition based on SwRI past performance and history with previous T-37 engineering services directly relating to this effort. SwRI currently maintains the most up-to date T-37 Aircraft Structural Integrity Program data base. Additionally, as the T-37 transitions from active to retired service life, it would be unacceptable and uneconomical due to delays caused by transfer of data, configuration management, safety of flight assurance and production costs if awarded to another vendor T-37 data will be provided by SwRI following the conclusion of the DTA data package updates & consolidation. 1. Describe your ability to develop and incorporate aircraft structural analysis into comprehensive data packages. 2. Describe your experience and ability to analyze aircraft fatigue critical locations and processes for developing sound inspection criteria formatted into Technical Orders. 3. Describe your experience transforming structural analysis into configuration drawings. 4. Describe your ability and experience updating technical orders or technical manuals. 5. Demonstrate experience in handling unclassified hardware and software, including source code. 6. Demonstrate ability to process classified information. NAICS Code 541330 has been assigned.
