Description
The United States Marine Corps (USMC), Marine Corps Systems Command (MCSC), seeks a vendor to provide a performance capability upgrade for existing, mounted USMC Counter Radio Controlled Improvised Explosive Device Electronic Warfare (CREW) systems. The existing, mounted USMC CREW systems are currently at a CREW 2.0 performance capability level. The purpose of this Request for Information (RFI) is to identify alternatives to upgrade the existing systems to a minimum of CREW 2.1 capability level. This additional capability upgrade can be accomplished in one of two ways:1)As an add-on type system to address the required, additional CREW 2.1 spectrum coverage or provide additional partial CREW 2.0 spectrum coverage as well as the additional spectrum coverage required by CREW 2.1.2)As a complete stand-alone system that would fully address the complete CREW 2.0/2.1 spectrum coverage. The above add-on capability is desired to be integrated into the existing USMC CREW systems. If the Government pursues this course of action, the existing systems will be made available for integration.Proposed systems should be mature (TRL 7 or above) and be ready for immediate fabrication, test and production. The system should be capable of the following:1)Allow rapid field waveform reprogramming to address emerging threats.2)Be interoperable with Blue Force communications and other operating systems.3)Able to operate using several Universal Timing Protocols (UTPs).4)Address multiple threats at an operationally effective distance.5)Have size, weight, power, volume requirements that will minimize integration effort into various USMC vehicles.6)Have an antenna and mounting system that will minimize integration effort into various USMC vehicles.Qualified vendors must be capable of providing personnel with expert knowledge of DoD CREW systems and possess a DoD Secret facility clearance.Vendors capable of providing the required service are invited to submit a response to this notice. Vendors are encouraged to submit responses to both capability upgrade options listed above, however it is not mandatory that both options be provided. Vendors shall include; system description, performance specifications and parameters, overall capabilities of the system against the above general requirements, the TRL of the system with justification and any additional, pertinent information. The Technical Point of Contact (TPOC) for this effort is Mr. Robert Huggins, telephone: (703) 432-3218, or e:mail at: Robert.Huggins@usmc.mil. All interested vendors are encouraged to submit information to USMC, Marine Corps System command by close of business 19 September 2008. The mailing address is MARCORSYSCOM, CINS, PM Intel, 2200 Lester Street, Quantico, Virginia, 22134-5010, Attention: Mr. Robert Huggins. Questions regarding this announcement may be directed to the Contracting Officer, Mr. Albert Whitley, telephone (703) 432-3186, or e:mail at: Albert.Whitley@usmc.mil.The Government may elect to conduct an Industry Day and/or one-on-one discussions with Industry based on its analysis of the responses, the quality of submission, and the level of specification of the information provided. Please note the Government is under no obligation to conduct these sessions. The information provided is for information only and is not a Request for Proposal or announcement of a solicitation. The Government will not pay for any effort expended or any material provided in response to this announcement nor will the government return any data provided.
