Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with format in FAR Part 12.6. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is RFQ650131 and solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provision and clauses are those effects through Federal Acquisition Circular 2005-26. Delivery and acceptance will be performed at Bethesda, Maryland. The National Institute of Drug Abuse has a requirement for radioactive waste removal from the C bldg., 5500 Nathan Shock Drive, Baltimore, MD. Delivery date for removal of radioactive waste on or before September 20, 2008. The contractor shall provide the following requirements for packaging and disposal of low-level radioactive waste: 1) Disposal of Dry Waste, 1800lbs. of dry solid radioactive waste of both long and short half-life radioactive material package in fiberboard boxes each 3.9 cubic feet and weighing on average 40lbs. each 2) Disposal of fourteen 55-gallon barrels of liquid scintillation vials weighting approxmately 225lbs. each, 3) Disposal of Biological Waste via Incineration 125lbs of long and short lived radioactive material, 4)Disposal/license transfer of discrete sources of Class A waste. The provisions at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. The Provision at 52.212-12, Evaluation Commercial Items, is applicable. Specific evaluation criteria are: (1) Ability to meet technical requirements must provide radioactive materials license and must meet State and Federal Regulations for disposal waste, (2) ability to deliver on time and within specification, 3) Price is based on Best Value to the Government. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with it offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition and Clause. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders commercial items, applies to this acquisition. The quotations are due August 27, 12:00PM EST and will be submitted electronically to Kathleen Gregory, Contracting Officer, 31, Center Drive, Room 1B59, Bethesda, Maryland 20892.
