Description
The Federal Bureau of Investigation (FBI) intends to negotiate a sole-source, follow-on contract with Defense Group Inc. (DGI) for crisis negotiation tools and support services. The requirements include, but are not limited to, the purchase of CoBRA® hardware; software; development and support services; maintenance; and training in order to further develop and deploy the systems to field crisis negotiators. The services to be performed require persons with a unique set of expertise, management, responsiveness, and knowledge of the project. DGI has seven years experience of providing CoBRA® systems and solutions to the FBI. The CoBRA® system and associated software is a proprietary product of DGI. In Fiscal Year 2006, the Crisis Negotiation Unit (CNU) acquired the services of DGI for a pilot project to custom-build tools for crisis negotiation applications and integrate the tools seamlessly with the DGI CoBRA® system. The contract resulting from this announcement will be a follow-on to the pilot project with DGI and will result in the national deployment of the tools. DGI has knowledge of the project since the project inception and has retained all personnel who have worked on the project. The contract will be for a base year with four additional one-year options. Due to the inability to identify all of the requirements for the entire contract period, the contract will be an indefinite delivery, indefinite quantity contract and will be based on task orders. Vendors able to meet this requirement are invited to identify their interest and capability by submitting a proposal to include technical capabilities, pricing, and any other information which shows a bona fide ability to meet this requirement within 45 days of this publication. If no affirmative responses are received within this time to determine that a comparable source more advantageous to the Government is available, negotiations will take place with DGI on a sole-source basis.
