Description
The National Institutes of Health (NIH), Clinical Center (CC) intends to issue a purchase order on a sole source basis with Maryland Hospital Association Inc, 6820 Deerpath Road Elkridge, MD 27075 for an annual membership. The MHA will help the CC members to understand policy and regulatory issues through briefings and numerous communications that are offered to senior staff, managers, nurses, physicians, trustees, and other associated constituencies. It Organizes Health Policy Grand Rounds for lawmakers, policymakers, and business leaders to promote understanding of health care issues as they affect hospitals, patients, and the community. The MHA assists in the strategic planning, thinking, and development of policy as it affects the delivery, quality, accessibility, and cost-effectiveness of health care. It serves as chief advocate before legislative and regulatory bodies on behalf of Maryland hospitals and health systems on issues ranging from the development of new laws and regulations, to public health and clinical practice issues, to assuring sound payment system policies. The MHA is affiliated with the Maryland Healthcare Education Institute, which keeps its members a breast of changes in health care delivery and regulatory compliance. Membership will allow access to education programs concentrating on management and leadership issues, and a variety of consulting services ranging from board assessments to survey preparation for the Joint Commission on the Accreditation of Healthcare Organizations. In addition, CareLearning.com, an online learning service for hospitals and health systems, is offered through Maryland Health Education Institutes as well as with other state hospital associations and the American Hospital Association. The MHA works to support the quality improvement initiatives of member institutions, through the Quality Indicator Project® and other initiatives, as well as efforts to enhance the health status of the community. The MHA informs members about policy issues through various newsletters, alerts, and Online, via the associations members-only Web site and works to define and measure quality standards in health care. Members of MHA will include Maryland Healthcare Associate officers (Board chair, two vice chairs, secretary, and treasurer); the chairs of each of three policy councils; trustee and executive councilors-at-large; and the board chairs of the Maryland Healthcare Education Institute, PRIME, the Health Policy Leadership Alliance, and the association’s representative to the American Hospital Association’s House of Delegates. The membership will be awarded for a base year and one (1), one year renewal option. The Government intends to solicit and negotiate with only one source under authority of FAR 6.302; Only one responsible source and no other supplies or services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to this requirement by submitting a proposal to include technical qualifications, experience, pricing and any other information. This notice is not a request for competitive proposals. All responsible sources may submit a proposal which shall be considered by the agency The government will consider any responses received by 12:00 noon Thursday, August 28, 2008 via fax (301-402-0479) or e-mail. Interested firms shall identify the firm's status (i.e., veteran-owned small business, service-disabled veteran owned small business, HUB Zone small business, small disadvantaged business, and women-owned small business concerns or large). We strongly encourage, small, women-owned, and small disadvantaged firms to participate. A determination by the Government not to compete this proposed order is based upon responses to this notice and is solely within the discretion of the Government.
