Description

Pursuant to 10 U.S.C. 2301 (c)(1), as implemented by FAR 6.302-1, Washington Headquarters Services intends to solicit a requirement with the University of Maryland on a sole source basis. The contractor shall serve as repository and provide a variety of repository support services for various counter-radicalization media collected under studies funded by the Office of the Secretary of Defense’s Echoes Program. The Government does not intend to pay for the repository; rather, the Government intends to give the media collected from various Echoes studies to the repository. As a result, the instant requirement is for professional library support services to catalog and create an on-line directory for the Arabic, Punjabi, Pashto, and Urdu media items collected under two completed studies. The estimated value for this requirement is approximately $15K. However, the value of all services required in support of future media collected is unknown, but anticipated to be well under the Simplified Acquisition Threshold ($100K) over the next three (3) to four (4) years. This notice of intent is not a request for proposals or quotations, however, any information provided will be considered prior to award. Responses must be submitted via hard copy to: Washington Headquarters Service, Acquisition and Procurement Office, Attn: Kenneth Gipson, 1700 North Moore Street, Suite 1425, Arlington, VA 22209. Negotiated procedures will be used for this procurement. Award is anticipated by September 30, 2008.
