Description
The Army Sustainment Command (ASC) is conducting a Sources Sought/Market Survey for potential sources to produce a modified M54A1 Burster, NSN: 1320-01-464-2033, P/N: 12991152, Combination of Adopted Items (COAI). The modified M54A1 Burster will substitute pressed Comp A-5 Class 1 explosive or PBXN-5, Type II Class 3 in lieu of the current Comp B-5 or Comp B explosive fill. An estimated quantity of 250 ea M54A1 Bursters with Comp A-5 or PBXN-5 would support a feasibility study of the alternative fill. It is anticipated that this resulting requirement will be restricted to the National Technology and Industrial Base (United States and Canada). Respondents must demonstrate that they have the capability to press fill Comp A-5 pellets with density ranges between 1.65 1.70 g/cc or PBXN-5 with density ranges between 1.79 1.81 g/cc to effectively fill a M54A1 Burster Tube that is 20.32-.01 inches in length and a maximum inside diameter (ID) of 0.631 inches with approximately 0.46 lbs. of explosive. The United States Government (USG) will provide sufficient quantities of Government Furnished Material (GFM) to support this feasibility study. GFM includes: packaging materials; Tube, Bursters (P/N 9238842); Disc (P/N 9238840); Closures (P/N 9238841); and Comp A-5 or PBXN-5. Sources showing interest should have sufficient tooling in place to support this effort. Sources must have the capability to effectively inspect utilizing radiographic inspection techniques for voids and base gaps in the press filled burster. The Technical Data Package (TDP) is only approved for Comp B-5 or Comp B explosives at this time. A TDP is not available for this announcement; however, one will be made available should a formal Request for Proposal be released at a later date. A respondent to this market survey should be able to show that they have the technical capability, manufacturing capacity and positive past performance as indicators of existing qualifications. Interested companies that have the necessary capabilities should respond by providing the following information: 1. Summary of Technical Capabilities; 2. Description of Facilities, Personnel, and Manufacturing Capabilities and Experiences and How they directly relate to the planned procurement; 3. Respondents shall state if they have made this item or similar items in the past. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must also meet these criteria. The Government anticipates that Best Value criteria would be used to evaluate and select the awardee of the anticipated contract for this requirement. Responses to this survey shall be submitted electronically within 15 calendar days from the date of this publication to HQ, Army Sustainment Command, ATTN: AMSAS-ACA-R/Carrie Barr at carrie.barr@us.army.mil and to ATTN: AMSAS-ACA-R/Adria Hemmen at adria.hemmen@us.army.mil. All information collected from this market survey shall be used for information and planning purposes only. It does not constitute an RFP and is not to be construed as a commitment by the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay respondents for information submitted.
