- Fort Hood Whole Barracks Project Pre-solicitation Synopsis: CONTRACT INFORMATION: This construction contract will be procured through a design/build (D/B) one step request for proposal (RFP) process with full and open competition. This project will include the complete study, design, and construction of a barracks complex. The project location is at Fort Hood in Killeen, Texas. This is a DESIGN/BUILD with extensive engineering analysis, evaluation, testing and making immediate design and construction use of the findings of the analysis and evaluation to construct the buildings to complete a barracks complex and upgrade the central energy plant facilities using a sound engineering basis for the construction, reconstruction, and remodeling of central energy plants. The goal is to provide barracks following the best practices available in the industry by designing and constructing these barracks that is determined by virtue of the evaluation and study to be the best alternative and in compliance with EPAC2005. The primary facilities to be designed and constructed include demolishing three (3) buildings (approximately 355,062 total square feet). Design and construct a barracks complex. Primary facilities include a barracks and special foundations, upgrade Central Energy Plant, and install IDS and information systems. Supporting facilities include utilities; electric service; water, sewer, gas; paving, walks, curbs and gutters; storm drainage; site improvements and information systems. Anti-terrorism/force protection will be provided by resistance to progressive collapse, special windows and doors, and site measures. Access for persons with disabilities will be provided in public areas. Heating will be provided by self-contained systems. Special foundation work is required due to expansive soils found at Fort Hood. Comprehensive building and furnishings related interior design services are required. Air Conditioning will also be provided. Supporting work includes fire protection sprinkler and fire detection systems for the barracks. Antiterrorism measures, mass notification, interior design services, are required per UFC as per the Barracks Center of Standardization(COS) standard for permanent party barracks. Access for individuals with disabilities will also be only to the extent that is required for permanent party barracks as determined by the Barracks Center of Standardization. The magnitude of evaluation, design, testing, construction design and construction is estimated between $25 and $100 Million. The RFP is anticipated to be issued on or about 29 August 2008, and offers will be due on or about 29 September 2008. No public bid opening procedures are applicable to this solicitation. A firm fixed price UNRESTRICTED contract is anticipated to be awarded using Best Value evaluation criteria. Anticipated award date is 30 October 2009. Anticipated project completion date is staged but overall 1 Dec 2011. The successful offeror is required to perform at least 15 percent of the final cost of the contract, not including the cost of materials, with its own employees. The 2007 North American Industrial Classification System (NAICS) code applicable to this project is 236220. SIC is 1542. This is RFP is unrestricted and large businesses may compete.
