Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.The Louis A. Johnson VAMC intends to award a firm fixed price commercial services contract in response to Request for Quotation VA-244-08-RQ-0246. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-25. This solicitation is a 100% Service Disabled Veteran Owned Small Business set aside based on NAICS code 541513. PRICE SCHEDULE: Offers should be submitted for BASE YEAR: 12 Months @ $______ per month =$__________; OPTION YEAR ONE: 12 Months @ $______ per month =_________. STATEMENT OF WORK: The Bar Code Expansion Project Manager BCE-PM will be the primary point of contact in support of laboratory-related Bar Code Expansion applications: wCareCollect (clinical laboratory and anatomic pathology), wBloodCare (laboratory aspects of Blood Bank). It is recommended the project manager be a Laboratory Automated Data Processing Application Coordinator, Clinical Applications Coordinator, or a qualified candidate whose level of expertise includes: Strong working knowledge of the following software packages and their interdependencies: Lab (clinical laboratory and anatomic pathology), Blood Bank and others as applicable; Strong working knowledge of the business area involved: workflow, processes and systems General knowledge of national and federal regulatory and accreditation requirements: and an Overall knowledge of medical device reporting requirements for associated laboratory applications. The Bar Code Expansion Project Manager will act as the liaisons between the field, stakeholders and business owners to ensure the ongoing support of best practice, procedural changes, operational oversight, quality improvement, performance measurement, internal and external governance compliance, and future direction for Bar Code Expansion. The Coordinator will develop, implement, monitor and report on processes designed to improve the safety, efficacy, and efficiency of the clinical/business/technical related processes associated with BCE. The BCE-PM working within a multidisciplinary environment will: "Serve as the liaison between administration, clinical staff, and technical staff regarding clinical, business, technical operation, management processes associated with each specific BCE application. "Collaborate, coordinate, and execute all BCE implementation efforts with a facility-level BCE Project Team and BCMA-C (Local team membership may include, but is not limited to: Laboratory Automated Data Processing Applications Coordinator (ADPAC); Nursing ADPAC; Clinic Applications Coordinator: Education, Patient Safety, Quality management, IRM, Bio-Med Specialist; Labor Partners; and others as needed) to promote a seamless integration of BCE into the healthcare facility's workflow. "Ensure local compliance with information and cyber security requirement. "Recommend local procedural and policy changes as appropriate. "Test and verify released patches for functionality before moving into the production account "Collaborate with local staff, vendor and Enterprise Product Support (EPS) to resolve issues. "Report and resolve clinical, business operational, technical issues through approved channels. "Assess and monitor clinical workflow and outcomes pre- and post- implementation "Perform initial and ongoing skill gap analysis of users (hardware/software); resolve identified user issues prior to implementation, review BCE competency checklists, with appropriate clinical managers. "Establish baseline measures (data collection, analysis, reporting) through standardized methodologies pre- and post- implementation. "Submit reports as requested. "Actively participate in the local facility and VISN Bar Code Multidisciplinary Committees. "Act as the conduit between the Bar Code Resource Office (BCRO), facility level management and other stakeholders "Respond to BCRO and other queries, surveys, and questionnaires as requested. "Participate in the annual Bar Code Conference, national conference calls, and other training initiatives. "Maintain current enrollment in BCE national and local mail groups. Final Production Measures The BCE Coordinator has the reasonability to implement monitor, and report to the national BCE Project Team, the BCRO, and other Stakeholders upon request on the following BCE measures to success. "Completion of training for all staff using mandated applications (specimen collection and blood administration). "Percent of implementation expansion throughout the facility "Percent of laboratory specimens collected using bar code technology "Hand off of fully implemented project to the Laboratory ADPAC for continued support. This position will consist of one base year from time of award to include an additional option year based on need of services. PERIOD OF PERFORMANCE: Base year shall begin performance NLT 29 Sepbember 2008 and continue through 28 September 2009, if determined Option year 1 (one) is necessary it will continue from 29 September 2009 through 28 September 2010. All primary work will be conducted on site at the Louis A. Johnson VAMC, Clarksburg WV with hours of work being Monday through Friday, 7:30 am - 5:00 pm or as scheduled by the contractor and patient. The VA observes the following Federal Holidays: New Year's Day, Martin Luther King Day, Presidents' Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans' Day, Thanksgiving Day, Christmas Day. Any other day specifically declared by the President of the United States. When one of the above designated legal holidays falls on a Sunday, the following Monday will be observed as a legal holiday. When a legal holiday falls on a Saturday, the preceding Friday is observed as a holiday by U.S. Government agencies. CONTRACTING OFFICER TECHNICAL REPRESENTATIVE (COTR): The COTR shall be responsible for: (1) Monitoring the Contractor's technical progress, including surveillance and assessment of performance and recommending technical changes; (2) Interpreting the Statement of Work; (3) Technical evaluation as required; (4) Determine once final production measures are met. FSC or its designated representative may contact the vendor to provide specific instructions for electronic submission of invoices. The vendor will be responsible for any associated expenses. FSC may utilize third-pary contractors to facilitate invoice processing.
