Y - Construct Clinical Addition Fayetteville, ARSolicitation Number: VA-101-08-RP-0061 Agency: Department of Veterans Affairs Office: VA Office of Construction & Facilities Management Location: Department of Veterans Affairs Office of Facilities Management Solicitation Number: VA-101-08-RP-0061Notice Type: Presolicitation The Department of Veterans Affairs is seeking construction contractors to build a clinical addition with associated renovation and infrastructure improvements at the VA Medical Center in Fayetteville, AR. The project number is 564CA2302. Competition for this procurement is unrestricted (full and open competition). The contractor shall provide all labor, materials, transportation, supervision, supplies, tools, equipment, permits, and licenses necessary for the construction of an approximately 146,300 SF clinical addition, renovation of approximately 15,300 SF of existing space, associated lead and asbestos abatement, demolition, earth and site work, underground utilities, relocation of existing and construction of new utility systems and associated facilities, general construction, mechanical, electrical, masonry, cast-in-place concrete, elevators, fire alarm systems, wet fire sprinkler system, telephone/data systems, patient nurse call system, security/intrusion and access control systems, construction of roadways and parking lots, landscaping, and all incidental related work. Fit out of three (3) modular clinic areas, additional elevators, and additional landscaping and site amenities will be included as additive alternates. The NAICS Code for this project is 236220. The estimated cost range for the project is between $50,000,000 and $100,000,000. Small business subcontracting goals for this project are as follows: (a) 28.7% for Small Business (SB); (b) 5% Small Disadvantaged Business (SDB); (c) 7% Service-Disabled Veteran Owned Small Business (SDVOSB); (d) 5% Women-Owned Small Business (WOSB); (e) 3% HubZone Small Business, and (f) 10% Veteran-Owned Small Business (VOSB). The offeror shall obtain any and all necessary licenses or permits required to perform this work in the State of Arkansas. Prospective contractors must be registered in the Central Contractor Registration (CCR) database at www.ccr.gov prior to award. Prospective offerors/contractors may obtain copies of solicitation documents, which are available only in.pdf electronic format, by registering and downloading plans and specifications from the FedBizOpps website at www.fbo.gov (to access export controlled solicitations, vendor must have an MNPN in CCR, a DUNS number, and be registered in FebBizOpps). A Pre-proposal conference and small business workshop is scheduled for September 24, 2008 at 10:00 AM local time in the second floor auditorium of Building 3 at the VA Medical Center at 1100 N. College Avenue, Fayetteville, Arkansas, 72703. All prospective offerors, consultants, subcontractors, equipment and material suppliers are invited. Solicitation documents will be available on or about September 9, 2008 and the approximate proposal due date is October 15, 2008. Award of a firm fixed-price construction contract is scheduled for on or about November 10, 2008. There will be no public bid opening. The proposals will be evaluated and award shall be made utilizing the Best Value method under FAR Part 15. Firms are advised that award may be made without discussions or any contact concerning the proposal received. The contract will be awarded subject to availability of funds.
