Description
Military Sealift Command intends to make a sole source award in accordance 6.302-5 for the following requirement: The Contractor shall provide MSC N7 with technical support services to assist in fully developing an official RFP to provide a new Machinery Control System (MCS) for the T-AOE class vessels. Technical support will also be required to render technical assistance to the MSC evaluators. The scope of work will include, but not be limited to, the tasks listed below: A.Provide technical assistance in finalizing the current MCS Upgrade technical specification: 1.Review the text of the MCS upgrade technical specification and provide suggested change input. Assist the Contracting Officers Representative (COR) in evaluating outstanding items that require resolution for specification completion. Review the current MCS upgrade List of Action Items, update their status, and provide technical assistance to resolve open action items. 2.Provide technical assistance in obtaining reference items and finalizing the MCS upgrade List of References, which shall include a basic list suitable for quotation purposes and a more detailed version necessary for the contract execution phase. The more detailed version shall be provided as an update to the fully indexed T-AOE 6 Class Documentation package. 3.Review revisions made to the Propulsion requirements section of the MCS Upgrade specification and ensuring that it is consistent with the remainder of the MCS Upgrade technical specification. 4.Provide technical review and comments on the draft MCS Upgrade Contract Data Requirements List (CDRL) package. Recommend efficient CDRL applications, and methods to CDRL application. 5.Provide an update to the MCS List of Instruments and Controls (LIC) spreadsheet and address any missing signals, duplicate signals, signal discrepancies, or any required reclassification resulting from CIV-MOD plan changes and action item reviews. 6.Provide technical assistance in determining the current status of and future MSC plans for upgrading T-AOE 6 Class Beach Panel equipment and their suitability, if retained, to ensure proper interfacing with the MCS Upgrade System. 7.Interface with MCS system Subject Matter Experts (SMEs) in on-ship walkthroughs of existing shipboard components. B.Attend technical sessions as required at MSCHQ Washington Navy Yard C.Attend requested ship checks with MSCHQ, as required, to clarify any technical issues. D.Assist in the evaluation of prospective contractor facilities. E.Assist in investigating questions regarding the solicitation and prepare technical responses for review by MSCHQ. F.Prepare Monthly report to COR documenting task activities. 3. Place of Performance: Work shall be performed at a combination of the MCS Upgrade offeror sites, MSCHQ, and onboard ships. All meetings must be attended in person. Travel for ship visits will be concentrated on the east coast of the United States – including, but not limited to, Washington DC, Norfolk, VA, Earle, NJ and Charleston, SC. It is anticipated that three to four ship check visits will be held. Ship visit, including travel, will be for approximately three days each occurrence. It is anticipated that there will be three two-day visits to MCS Upgrade offeror sites prior to the RFP award. Travel to MSCHQ will include approximately three two-day visits for RFP coordination activities. 4. Period of Performance: The period of performance shall commence 18 August 2008 and conclude 30 September 2009. During this period, the Contractor will be required to work 1755 man-hours. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by Military Sealift Command.
