- This combined synopsis/solicitation for commercial items is posted as a Request for Quotation (RFQ) in accordance with Federal Acquisition Regulation (FAR) Part 12.203 and FAR Part 13.5 with consideration given to FAR Part 5.202(a)(13), as supplemented with additional information included within to provide all labor, parts, tools, materials, and transportation necessary to comply with the following Statement of Work. Delivery will be to Bld 660, F. E. Warren AFB, WY 82005, F.E. Warren Air Force Base, Wyoming. THIS REQUIREMENT HAS NOT YET BEEN FUNDED The RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circulars 2005-26. The proposed requirement applies to the North American Industrial Classification System Code (NAICS) 562910 with a size standard of 500 employees. The Government will make a best value award decision IAW FAR Part 13.106-2. Quotes shall include pricing information to include unit price and the extended total. To be eligible for contract award or payment from any DoD activity, offerors must be registered in the DoD Central Contract Registration (CCR) and Wide Area Work Flow Receipt and Acceptance (WAWF-RA) websites. Information on CCR registration and annual confirmation requirements may be obtained by calling 1-888-227-2423, or by registering via the CCR website at http://www.ccr.gov/. Information on WAWF-RA registration may be obtained by calling 1-866-618-5988, or by registering via the WAWF-RA website at https://wawf.eb.mil/. The WAWF-RA Invoicing System is now mandatory for use. There are no charges or fees to use WAWF-RA, and allows monitoring of your payment status online. Contractors must also submit their representations and certifications at the online Representations and Certification Applications (ORCA) website at http://orca.bpn.gov. There will be no paper copies of the RFQ notice available. The Government will not reimburse any interested parties for monies spent to provide a response to the subsequent RFQ notice. Responses to this notice must be submitted in writing within the time allowed. Any questions in regards to this notice must be submitted in writing, via e-mail, or facsimile to the Contracting Officer or Contract Specialist listed below under the Point of Contact. TATEMENT OF WORK GHLN416808 BUILDILNG 660 ABOVEGROUND TANK REMOVAL F. E. Warren AFB, WYOMING Project Description Remove non integrity tested 4,000 gallon tank that is at end of life, single wall piping and properly dispose of any remaining fuel. Tasking Contractor Shall: • begin removal of tank once new generator is installed by CE Power Production shop • Remove and dispose (recycle if possible) of estimated 120 feet of piping in accordance with local, state, federal, and Air Force regulations. • Remove and dispose (recycle if possible) of up to 3000 gallons of diesel fuel. • Remove and dispose (recycle if possible) the 4000 gallon CONVAULT above ground storage tank. CONVAULT tanks are steel tanks covered with 6" of concrete. The tank dimensions are roughly 17'x8'x6' and weight of the tank is estimated to be 45,000 pounds empty. • Tank and piping shall be cleaned and purged of any fuel prior to removal and disposal from the base. • Render the tank as non serviceable prior to removal from the base • Provide a Certificate of recycling/disposal and weight tickets for the tank and piping • Remove any other miscellaneous electrical piping or conduit connected the tank • Characterize wash water or any products as hazardous waste • Properly dispose of any and all materials or wastes. (Hazardous waste manifests must be signed by 90 CES/CEV personnel) • Provide a copy of all health and safety plan data as required • Provide a simple report (less than two pages) summarizing the removal of the tank. Appendixes (certificate or recycling or analytical data) will not be counted as part of the report. The contractor will be provided with the original Veeder Root configuration prior to site visit. Qualified personnel to perform contract tasks. The contractor shall ensure that only qualified, competent personnel carry out the tasks outlined in this SOW. Competent is defined as registered professional or, where registration is not applicable, trained and certified with a degree in a related field of study. Exceptions are administrative and support personnel who participate in document publication. Deliverable Formats. All draft electronic documents are to be in Microsoft Office (or whatever format is compatible with installation IT system). All documents, including photographs and maps/drawings, are to be dated. All maps/drawings shall be created in AutoCAD or an approved equal format for final deliverable. Period of Performance All tasks must be completed within 90 days after installation of the generator or by October 1, 2009 whichever date is earlier.
