- N4505080044. This solicitation as well as any concurrently issued amendments will be available at http://ideasec.nbc.gov website on or about Thursday, August 28, 2008. Telephone or "fax" requests for this solicitation will not be accepted. Work to be executed consists of assisting the Northeast Region Park Planning and Special Studies Division of the National Park Service (NPS) with the General Management Plan and Environmental Impact Statement (GMP/GIS) for Gateway National Recreation Area in New York and New Jersey. Specifically the selected firm will be responsible for developing a civic engagement strategy and implementation plan to communicate with key park partners and the public. This solicitation is being conducted in accordance with FAR Subpart 15.101-2 Lowest Price Technically Acceptable Source Selection process. All responsible offerors must submit both a technical and cost proposal and be considered for award. Only one (1) award will be made. This is not a sealed bid process therefore offerors not submitting the required technical and cost proposals will not be considered for any further evaluation. Estimated price range is between $50,000 and $100,000. Hard copy proposal documents only shall be accepted for this solicitation (NO faxed or electronic proposal documents will be accepted). Award shall be made to the responsive and responsible offeror whose offer fits the criteria cited above. Contractor awarded this contract will need to be listed on the Central Contractor Registration website at www.ccr.gov and have a current active registration.
