- DESCRIPTION: The Space and Naval Warfare Systems Center, San Diego (SSC-SD) intends to award a sole source contract to the Federated Software Group ofO Fallon, IL. The proposed contract will provide systems engineering anddevelopment, operational utility assessment planning and execution, extendeduse execution, and task management in support of the Coalition MobilitySystem (CMS) Joint Capability Technology Demonstration (JCTD). Theproposed contract action is for services which the Government intends tosolicitand negotiate with only one source. Authority for other than full and opencompetition is 10 U.S.C. 2304(c)(1) and FAR 6.302-1, Only One ResponsibleSource and no other supplies or services will satisfy agency requirements.Interested persons may identify their interest and capability to respond to therequirement or submit proposals. This notice of intent is not a request forcompetitive proposals. However, all proposals received within thirty days afterdate of publication of this synopsis will be considered by the Government. Adetermination by the Government not to compete based upon responses tothis notice is solely within the discretion of the Government. Informationreceived will normally be considered solely for the purpose of determiningwhether to conduct a competitive procurement.
