- Project Name and Description: Don Edwards San Francisco Bay NWR - Habitat Restoration / Levee Maintenance: Habitat Restoration/Levee Maintenance The U.S. Fish and Wildlife Service, Region-1, in Portland, Oregon has a requirement for one or more contractors to supply all labor, tools, and equipment necessary to Reconstruct and or replace earthen levees, water control structures, pumps, and associated structures in San Francisco Bay using amphibious/water-based equipment. It is anticipated that one Firm Fixed Price contract will be awarded for one base-year and four option-years. The approximate dollar value of this requirement will be between $1,000,000 and $5,000,000. This will be a "best value" procurement with award based on the following factors: Experience, past performance. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. Request for Proposal/Solicitation number 801818R454 including all attachments shall be made available within approximately 14 days of the issued date of this Pre-solicitation Notice, and will be available electronically through a link to the National Business Center's Interior Department Electronic Acquisition System-(IDEAS) Electronic Commerce (www.nbc.gov) and at www.fedbizopps.gov. The solicitation response date is scheduled to be 26 September, 2008. For assistance in downloading information from the National Business Center, please contact their helpdesk at (703) 390-6707. Interested contractors must be registered in the Central Contractor Registration www.ccr.gov (CCR) and complete Online Representations and Certifications (ORCA) www.bpn.gov. The North American Industry Classification Code (NAICS) is 237990 and the small business size standard is $28.5 Million. Please be advised of on-line registration requirement in Central Contractor Registration (CCR) database http://www.ccr.gov/ and directed solicitation provisions concerning electronic annual On-line Representations and Certifications (ORCA) at http://orca.b pn.gov. Representations and certifications are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective until one year from date of submission or update to ORCA. A Request for Proposal solicitation package will be available on or about 27 August, 2008, for downloading at the Government's website at http://www.fedbizopps.gov/. No paper copies will be issued. Each potential offeror is responsible for checking this website to gain all the current information available.
