Description
The Naval Surface Warfare Center-Carderock Division, (NSWCCD) currently maintains a Multi-function RADIAC Training Device (MFRTD) to provide Navy personnel the necessary training in meeting the requirements of the Radiological Control Manual for the Naval Nuclear Propulsion Program which requires all radiological control technicians receive training for the Multi-Function RADIAC among other important radiation safety issues. NSWCCD has a need for additional accessories for the MFRTD and intends to negotiate a non-competitive procurement with Radiation Safety & Control Services, Inc. The accessories to be purchased include the Phase I DT-681 Alpha probe, Phase II DT-681 Alpha probe, Phase I DT-685 Beta interface with DT-304 Beta frisker, Phase II DT-685 Beta interface with DT-304 Beta frisker and hard-shell protective cases, with an estimated total cost of $2,552,410.Radiation Safety & Control Services, Inc., is the original manufacturer of this equipment. It is the only company that presently has an integral knowledge of the product and system. Radiation Safety & Control Services, Inc. has introduced into the instruments the highly realistic and proven proximity sensing technology that is currently being used in the DT-680 Beta/Gamma probe. This technology is unique to Radiation Safety & Control Services, Inc. simulator devices and Radiation Safety & Control Services, Inc. is actively pursuing a patent for this technology. Award to a source other than Radiation Safety and Control Services, Inc. would significantly increase the cost to the Navy by requiring that another source acquire an integral knowledge of the equipment. Pursuant to FAR 6.302-1(a) (2) (ii), these highly specialized purchases of frisker simulator probes and Alpha simulator probes are available only from the original source, Radiation Safety & Control Services and it is likely that award to any other source would result in (a) substantial duplication of cost to the Government that is not expected to be recovered through competition, and (b) unacceptable delays in fulfilling the agency's requirements. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. All responsible sources submitting offers will be considered. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties may forward their capability statements to the Government point of contact on or before 28 August 2008. See note 22.
