- The US Army Corps of Engineers, Kansas City District, intends to solicit a Request for Proposal (RFP) and award a firm-fixed price service contract to provide all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to perform janitorial services at the Harry S. Truman Lake Project Office. The contract will include 1 base year (period of performance 01 Oct 08 through 30 Sep 09) and 4 option years. This will be a best value acquisition. An award will be made based on the best value to the government, and not based on price alone, in accordance with FAR Part 52.212-2 Evaluation-Commercial Items. The evaluation factors of Experience and Past Performance will be approximately equal to Cost or Price in determining the best value to the Government. The solicitation will be a 100% total small business set-aside. NAICS code is 561720; the standard industrial code is 7349 and the size standard is $6,500,000. THIS IS NOT A SOLICITATION. The solicitation package will be issued in electronic format on the website, www.fbo.gov on or about 22 August 2008 with quotes due on or about 23 September 2008. Bids will be accepted from all interested responsible and responsive parties. REQUIRED CCR REGISTRATION: Prior to quoting, vendors must be actively registered in the Central Contractor Registration (CCR) system including creation of an MPIN number. Instructions and registration is available online at www.ccr.gov. By submission of a quote, a quoter acknowledges the requirement to be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from the solicitation. Refer to CCR clause (either Federal Acquisition Regulation: 252.204-7004 or 52.204-7.) OFFEROR REPRESENTATIONS AND CERTIFICATIONS: Prior to quoting, vendors must complete the Representations and Certifications. FAR 52.204-8 mandates the use of ORCA on or after January 1, 2005. To do so requires CCR registration, including and MPIN number. Instructions may be obtained and required information may be entered at http://orca.bpn.gov.
