- The National Institute of Standards and Technology (NIST) intends to procure on a sole source basis and under the authority of 15 U.S.C. 278g-2 and FAR 6.302-2(a)(2), with National Academy of Sciences/National Research Council, Washington D.C. 20001 a Post Doctoral Fellowship program which shall be in substantially the same manner as the National Academy of Sciences/National Research Council Post-doctoral research associate program. The unique and proprietary capabilities owned by the National Academy of Sciences, National Research Council make it the only organization that can provide these services and no other company has the proprietary knowledge or capability to provide these services. A solicitation package will not be issued. This notice of intent is not a request for competitive quotations; however, the government will consider related inquiries received or other information by August 14, 2008. A determination by the Government not to compete the proposed acquisition is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
