Description
The National Cancer Institute (NCI) plans to procure on a sole source basis, an American Journal of Public Health Theme Issue on Tobacco Modeling ; American Public Health Association, Inc. (APHA); 800 I St., NW; Washington DC 20001-3710. The services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106-1 (b) (1). The North American Industry Classification System Code is 511120 the business size standard is 500 employees. The period of performance for this procurement shall be 12 months from date of award. The objective of this project comes from the impetus for this special issue which was the May 4-6, 2008 Tobacco Modeling Workshop, co-sponsored by the National Cancer Institute and the University of Michigan. This workshop was held to discuss the state of the field of mathematical modeling in tobacco control. It is a major product of NCI and the Office of Behavioral and Social Sciences Research (OBSSR) over the past several years to encourage the application of system thinking and methods to behavioral science and population health. APHA and AJPH (the leading peer-reviewed public health journal), shall disseminate workshop findings to promote tobacco modeling. This is a Theme Issue of the AJPH (journal). The APHA’s journal, American Journal of Public Health ( AJPH ), is dedicated to publishing original work in research, research methods, and program evaluation in the field of public health. The mission of APHA’s journal is to advance public health research, policy, practice, and education. The AJPH provides the most current, authoritative, and in-depth information in the field. Moreover, APHA’s journal, AJPH, has taken the leadership in disseminating information about systems approaches and methods (including modeling) to the public health community. The contractor shall carry out all aspects of the production process for this 55-70 page theme issue to include 8-10 papers, peer review process, editing, layout and printing of the issue. The contractor shall produce and distribute the Theme Issue on Tobacco Modeling to its subscribers, provide free online access to the Theme Issue, and provide and deliver 3,000 additional print copies of the Theme Issue to DCCPS. The publication of this issue will be in early September of 2009. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can meet this requirement. One (1) original and one (1) copy of the capability statement must be received in the contracting office by 1:00 p.m. ET on August 25, 2008. All questions must be in writing and can be faxed to 301-402-4513 or sent via email to Melissa Marino: marinome@mail.nih.gov. It is the vendor’s responsibility to ensure questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractor must have valid, updated registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
