Description
The Department of Homeland Security (DHS), United States Coast Guard (USCG) and Telecommunication and Information Systems Command (TISCOM) has a requirement for underway connectivity with unlimited data exchange, Ku band mobile maritime satellite and service to sustain data communications capabilities. The communications suite will be installed on small class cutters to provide data capabilities for 256 Kbps Ship to Shore and 512Kbps Shore to Ship. The Coast Guard’s current connectivity architecture employs 3rd generation INMARSAT (on-demand services). The Coast Guard is looking for a fixed-price/flat rate paradigm capable of dynamic bandwidth speeds as cited above. DHS/USCG has concluded their requirements will best be met through a COTS SATCOM hardware/service offering from KVH Industries and distributed by Mackay Communications (the only designated US reseller). Any vendor contemplating this requirement should know that the KVH V7 satellite terminals require airtime to be provided by KVH Industries and they offer no discount for the airtime service. The requirement must contain the following: 1) KVH Industries VSAT Airtime Plan F4 for the Tracphone V7 for (5) Units for a period of one year. FOB Destination to USCG TISCOM, 7323 Telegraph Rd, Alexandria, VA 22315-3940. It is anticipated that a non-competitive sole source purchase order will be issued for this service to Mackay Communications. It is the Government's belief that only Mackay Communications can furnish the required service and ensure the items proper connectivity. Concerns having the expertise and required capabilities to furnish the above items are invited to submit complete information discussing the same within 10 days of this announcement. This data must include sufficient information to allow the Coast Guard to evaluate the proposal relative to the above requirements. Concerns that respond to this notice must fully demonstrate the capability to accomplish the above and are to supply pertinent information in sufficient detail to demonstrate a bona fide capability to meet the requirements. All responsible sources may submit a quotation, which if timely received, shall be considered by this agency. This is a combined synopsis /solicitation for commercial items prepared in accordance with Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation and incorporated provisions and clauses are those in effect through FAC 2005-17. NAICS code for this solicitation is 423690 and the small business size standard is 100 employees.
