Description
The United States Department of Agriculture – Animal Plant and Health Inspection Service (APHIS) Plant Protection and Quarantine (PPQ) anticipates a sole source (name brand) procurement under the authority of FAR 6.302-1 for a Capillary Electrophoresis system and an Automated DNA purification instrument consisting of a QIAxcel (catalog number 9001421), QIACube (catalog number 9001292), installation, and miscellaneous items (e.g., starter packs and sample tubes). The PPQ Molecular Diagnostic Lab (MDL) supports PPQ programs by providing final identifications of targeted quarantine plant pests using molecular and biochemical tests. The results of these diagnostic tests are the basis for making regulatory decisions and taking regulatory actions which are critical in preventing the spread of quarantine pests. The MDL must provide the identifications in a timely manner and most importantly they must be accurate or inappropriate regulatory decisions will be made. It is essential that the equipment used in the diagnostic work be dependable, accurate and rapid. The QIAxcel system simultaneously performs a fully-automated and high-resolution capillary electrophoresis for up to 96 samples. This system uses a higher throughput (96 versus 20-30) that is fully automated and requires small amounts of DNA to provide robust results. The BioCalculator software that is part of the system provides a rapid and accurate means of evaluating sample testing results, allows viewing results in various forms, and documents results rapidly and accurately. We know of no other system that provides the ease of use of a capillary electrophoresis system. The QIAcube performs simultaneous fully-automated purification of nucleic acids of up to 12 samples. The purification of DNA is a time-consuming step in the beginning of the process of molecular diagnostics. Most of the protocols that the MDL uses require a Qiagen kit for DNA purification. We know of no other system that can provide this level of sample processing. Interested sources that are capable of providing the equivalent supply listed above are encouraged to submit statements of capability to the contracting office. Small business concerns are encouraged to participate. This is not a request for competitive proposals, but instead a market research method to determine interested sources. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive (i.e., non-brand name) procurement. No requests for capability briefings will be honored as a result of this notice. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. Please provide past performance and references regarding your ability to provide this supply and service along with your Statement of Capability. The Government will not award a contract based on the information received, nor reimburse participants for information they provide. Information provided is strictly voluntary.
