Description
INTENT TO AWARD SOLE SOURCE: The Government intends to award on a sole source bases to the Government of Canada for access to the Data on travel between the U.S. and Canada provided in Statistics Canada. The U.S. Department of Commerce, International Trade Administration (ITA), Manufacturing & Services, Services, Office of Travel & Tourism Industries (OTTI) provides travel data to public and private industry users. To fulfill this commitment, OTTI produces the Summary of International Travelers to the United States. The Summary is the official Federal government source for international tourist arrivals to the United States. For Canadian visitors to the United States, OTTI relies on Statistics Canada's data runs to provide monthly, quarterly and annual inbound visitor figures from Canada. Statistics Canada (SC) is the only source of data on travel between the U.S. and Canada, thus, OTTI uses SC's data as the official tourist visitor counts. These data reflect the number of Canadian residents visiting the United States overnight or longer. The data is based on International Travel Surveys administered by Statistics Canada. The use of SC's data prevents duplication of effort by the U.S., thus creating efficiencies and economies of scale. It is these data which OTTI uses to report travel statistics between the U.S. and Canada. It is also from this exclusive source that OTTI obtains data on which to develop the annual report "Canadian Travel to the U.S." This report has been available since 1980. All responsible sources may submit a statement of technical capabilities which shall be considered by the agency. Information submitted in response to this notice must be in sufficient detail to permit agency analysis to establish a bona fide capability to meet the requirement. Responses or questions results from this notice may be submitted via email to Annita Wimbish at Annita.L.Wimbish@noaa.gov, no later than August 13, 2008, no later than 12:00 P.M. noon Eastern Standard Time. Failure to submit documentation will result in the Government proceeding as stated above. A determination by the Government not to open competition based on responses to this notice is solely within the discretion of the Government.
