Description
The Pension Benefit Guaranty Corporation (PBGC) intends to procure on a full and open competitve basis using FAR Part 12 for the services described below. PBGC's Financial Operations Department (FOD) maintains accounts for the assets and liabilities of the individual trusteed plans using three applications: Portfolio Accounting and Management (PAMŽ) for Securities, Trust Interface System (TIS) and the CFS Trust Plan Ledger. PAMŽ is a COTS package from Princeton Financial Systems, Inc. and is used to account for specific securities owned by each plan and to capture other financial transactions such as plan expenses and benefit payments until the plan is fully commingled at PBGC's custodian bank. PAM version 6.10 is currently installed in PBGC's production environment. Bank statements and other source documents received from prior trustees and custodian banks are evaluated, summarized via spreadsheets as appropriate, and manually input into PAM. Financial ledger transactions are extracted from PAM, edited and forwarded to CFS by TIS, and posted by CFS to the Trust Plan Ledger for subsequent financial statement reporting and analysis. Plan level accounting begins well before the date PBGC becomes trustee and continues throughout the commingling process. The time period required to commingle a plan varies and can take from a few months to over a year. At any one time, the number of plans (i.e., active portfolios) not yet fully commingled and managed with the assistance of PAM is approximately 250 to 500. In addition to acquiring the license rights to use PAMŽ for Securities, PBGC requires under this statement of work ongoing system maintenance and help desk support to ensure that PAM is fully operational and effective in meeting FOD's requirements. Specific activities that will be performed under this statement of work are: Telephone Help Desk Support Software Modifications, Updates and Enhancements Correction of Documented Errors or Defects Grant License to use PAMŽ for Securities This is a pre-solicitation notice, not a solicitation. The solicitation is estimated to be availabe on or about August 20, 2008.
