- NAICS Code: 511210 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This announcement constitutes theonly solicitation. A Request for Quotations (RFQ) is being requested and a written solicitation will not be issued. This requirement is being issued under the simplified acquisition procedures as a requirements contract per FAR 52.216-21 for brand name or equal components. The U.S. Environmental Protection Agency (US EPA), Office of the Inspector General (OIG) has a requirement for the following salient features of the Numara Footprints Software: Systems compatibility and integration with Internet; LDAP, Oracle, Lotus Notes, Blackberry PDAs; Ease of integration and maintenance with Active Directory; Metric reporting; Knowledgebase solutions for Technician and End-User; Self service web-based feature that allows users to keep their passwords updated and change them when needed with RSA secure access and LDAP authentication; Alerts, which keeps all levels of Helpdesk support knowledgeable of deadlines and priority processes that must be completed on time; Service Level Management feature which escalates services and keeps the helpdesk aware of meeting priority level requests; Subtask feature which involves tickets for new hires and created in Parent/Child format; Web based reporting feature that also offers importing and exporting features into Excel for data so that management can obtain the needed graphical metrics that will illustrate the progress and areas of improvement; Ability to separate site activities and only include those individuals for that particular site; Web based reporting feature that offers importing and exporting features into Excel for data so that management can obtain the needed graphical metrics; Templates for quick creation of solutions and personal dashboard can be created to view these solutions for quick reference; Ability to create customized public and private knowledge bases with unlimited Frequently Asked Questions (FAQ) categories and sub-categories within a Knowledge Base catalog; Built-in customer survey form which can be provided to the end-user as a Customer Feedback tool at the close of a service request; Ability to attach documents or other files to a call ticket for future reference. The following are the required line items (or equivalent): CLIN 001: Numara Footprints Named User Starter Pack, Quantity 1. CLIN 002: Numara Footprints Additional Named User Agents Tier 1, Quantity 14. CLIN 003: Numara Footprints Industry Knowledge Paks Desktop + Enterprise Solutions, Quantity 1. CLIN 004: Numara Track-It Enterprise Edition Knowledge Base <1000 End Users, Quantity 350. CLIN 005: Numara Footprints Premium Care Maintenance and Support for 1 year, Quantity 1. CLIN 006: Numara Footprints 8-Day Administrator Service Desk Onsite Training, Quantity 1. The Government intends to award to the responsible offeror whose offer conforms to the solicitation and will be the most advantageous to the Government based on technical acceptability and lowest price. The following FAR Clauses and Provisions are incorporated by reference and apply to this acquisition.
